This solicitation seeks proposals for the lease, deployment, operation, and support of four (4) Al-powered Mosquito Surveillance System (MSS) units. The objective is to conduct automated mosquito surveillance at designated Eighth Army installations in the Republic of Korea for force health protection.

• Evaluation will be based on a comparative evaluation of quotations to determine the best value to the Government, considering technical capability and delivery/schedule approach.

• The acquisition is unrestricted.

• NAICS Code: 541715, Size Standard: 1,500 employees.

• The Performance Work Statement (PWS) is incorporated by reference and describes the complete scope of work.

• Vendors must provide a firm-fixed-price quotation, all-inclusive of lease, labor, materials, shipping, and transportation.

• Various FAR and DFARS clauses are incorporated by reference and full text.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure the lease, deployment, operation, and support of four (4) Al-powered Mosquito Surveillance System (MSS) units for automated mosquito surveillance at designated Eighth Army installations to support force health protection.

• Lease, deploy, install, calibrate, and activate four (4) MSS units.

• Remotely monitor MSS units daily and resolve system faults or data interruptions within 6 hours.

• Conduct a minimum of two (2) on-site field validation visits per location.

• Maintain all hardware, software, and Al classification components.

• Ensure near-real-time availability of capture data, species identification, and trap status on a cloud-based dashboard.

• Provide training to designated Government personnel on dashboard access, data interpretation, and basic troubleshooting.

• Retrieve all MSS units and restore sites to original condition upon completion.

• System Uptime: >= 98%

• Unresolved interruptions exceeding 6 hours: No more than 2

• Field validation visits completed: Minimum 2

• Al-based species identification accuracy: Minimum 95% for medically important vector species.

• Data transmission: Within 1 hour of collection.

• Period of Performance: 01 July 2026 – 30 September 2026

• Places of Performance: Camp Bonifas, Warrior Base, Dagmar North Training Area (DNTA), Rodriguez Live Fire Complex (RLFC).

• Final trap placement requires approval by the installation Public Health Entomologist.

• Contractor must comply with Installation Access Control System (IACS) processing requirements.

• Personnel performing field support, system validation, and training must demonstrate expertise in Al-based mosquito identification systems and data management.

• Standard commercial warranty for leased equipment and software applies.
