Purpose & Context
USTRANSCOM, specifically the Air Mobility Command (AMC), 618th Air Operations Center, requires continuing commercial air ambulance services to supplement military global patient movement. Current BPAs expire on September 30, 2027. This RFI is for informational and planning purposes only and is not a Request for Proposal (RFP). The information will inform USTRANSCOM's acquisition strategy and small business considerations.
Scope of Work
Contractors will provide comprehensive air ambulance services, including all personnel, equipment, tools, fuel, materials, facilities, and supervision. Services cover movement of DOD-eligible patients from Outside Continental U.S. (OCONUS) to Continental U.S. (CONUS) and within CONUS. Aircraft must be configured to air ambulance standards and meet Federal Aviation Regulation (FAR) 135 requirements. Aircraft and medical crews must be ready for immediate departure (within two hours) after notification. Key performance standards include a 95% departure reliability rate and 95% medical documentation submission within 48 hours.
Key Requirements & Standards
- Accreditation: Carriers must be Department of War (DoW)-approved and accredited for basic life support and critical care life support by CAMTS or NAAMTA.
- Aircraft Certification: Aircraft must be licensed, operated, and maintained per FAA and DoT regulations, with an FAA Operations Specification (OpSpec) for air ambulance service.
- Cybersecurity: Compliance with DFARS clause 252.204-7012 for safeguarding covered defense information and cyber incident reporting, including a System Security Plan (SSP). Protection of Controlled Unclassified Information (CUI) is mandatory.
