Statement of Work (SOW)

To provide emergency air medical transport of patients to a medical facility as determined by a medical professional.

• Provide rotary wing aircraft and qualified personnel for emergency air medical transport.
• Respond to requests from Range Operations, Fort Riley, KS.
• Transport patients to designated medical facilities in Kansas and surrounding states.
• Response time not to exceed thirty (30) minutes to the response site.
• Aircraft must be able to land in unimproved areas.
• Pilots must have direct communication with Irwin Army Community Hospital (IACH) to assess patient reception capabilities.
• If IACH is unavailable or lacks resources, transport to the nearest appropriate medical facility.
• May be required to land at isolated ranges and training areas with potential flight hazards.
• Combined training exercises may be required.

Base period: December 31, 2025, through December 30, 2029, with 4 option periods.

• Contractor must be available 24 hours a day, 7 days a week.

• Exceptions granted for adverse weather conditions.

• Fort Riley may arrange other evacuation services if contractor's equipment is unavailable.

• Services may be required on observed State and Federal Holidays.

• Contractor must provide all resources except Government Furnished Property (GFP).

• Proof of insurance required prior to services.

• Contractor shall indemnify the Government for any liability-producing act or omission.

• Contractor personnel must comply with all applicable federal, state, local, and installation laws and regulations, including safety and occupational health.

• Contractor employees require AT Level I training and may require OPSEC training.

• Contractor must comply with installation access control policies and procedures.

• Contractor must report serious accidents and incidents immediately.

• Contractor shall provide a sufficient number of qualified personnel.

• Contractor shall screen employees prior to employment and authorization for access.

• Contractor personnel must be certified to perform duties as required by Federal and State laws.

• Contractor shall have active insurance policies.

• Contractor shall not allow employees to perform work under the influence of alcohol or controlled substances.

• Contractor must provide helicopters, fully trained personnel, fuel, medical equipment, medical supplies, and insurance.

• Contractor-furnished equipment must be permanently marked.

• Contractor shall obtain all necessary permits, pay all license fees and applicable taxes.

• No individual call shall exceed $30,000.00.

• Total amount ordered under the agreement shall not exceed $500,000.00.

• Invoicing via Wide Area Workflow (WAWF).

• Government will provide fire protection, police protection, and law enforcement services.

• Government will not provide emergency medical treatment for contractor personnel, except in emergency on-the-job situations.

• Fort Riley will communicate pickup locations, grid coordinates, and landmarks.

• Contractor pilots will communicate directly with IACH.

• Contractor medical flight crews must abide by regulations concerning patient communication and confidentiality (HIPAA).

• Individual calls not to exceed $30,000.
