Air Compressor System and Lean-to-Shelter

Statement of Work (SOW)

To procure a complete compressed air system for the 502d Trainer Development Squadron (TDS) at Joint Base San Antonio – Randolph, to address project delays caused by shared equipment and maintenance issues.

Procurement and delivery of a complete compressed air system, including a 30 HP electric rotary compressor, a 300 CFM air dryer, and an oil/water separator. The scope also includes design and provision of an equipment placement plan, a lean-to shelter, and an awning. Installation of the system, including piping, bollards, and connection to existing air lines, is required. Removal of all trash and shipping components is also part of the scope.

• Compressor: 30 HP electric rotary (208v or compatible), two-stage filtration (123 CFM), 660-gallon vertical tank (200 psi), pneumatic no-loss drain kit, power outage restart, programmable eco mode, and specific ducting requirements.

• Air Dryer: 300 CFM, minimum 3hp, integrated pre- and post-filters, using r513a refrigerant.

• Oil/Water Separator: 390 SCF capacity, capable of removing specific oils and handling high humidity.

• Electrical Cabinet: NEMA 4 rated with built-in emergency shut-off.

• Shelter: 10 ft x 15 ft x 10 ft, constructed with specific metal tubing, terra cotta red roof, and anti-corrosive hardware.

• Bollards: Three protective bollards, at least 3 ft above ground, 6 in diameter, CS sch 40 steel, safety yellow color.

• Piping: Galvanized mounting brackets, installed at least 6 in off the ground.

• Warranty: 12-month labor warranty, 5-year parts warranty, with in-person servicing within one business day.

• Period of Performance: 45 days.

• Place of Performance: 502d Trainer Development Squadron, Building 245, Joint Base San Antonio – Randolph, TX 78150-4515.

• All materials and components must be new and unused.

• Contractor must consider "Green" (energy efficient) materials.

• Basic operator training (at least 30 minutes) required post-installation.

• Acceptance testing to be conducted in the presence of a Government official.

• Site visit required prior to installation.

• Compliance with JBSA-Randolph Visitor Security procedures and OSHA/Federal safety regulations.

• Contractor responsible for unwrapping and disposing of trash off-site.

• Government will provide a forklift and man lift.

• Observed Federal Holidays will affect work schedules.

• Contractor must provide manufacturer operating manuals.

This solicitation (FA301626Q0144) is for the procurement, delivery, and installation of a commercial compressor air system and a lean-to shelter. The acquisition is set aside 100% for Small Business.

• Quotes must remain valid for at least 60 calendar days after the due date.

• Evaluation will be based on Lowest Priced, Technically Acceptable (LPTA) quote.

• Technical quotes must include a detailed description of the items offered, including manufacturer, make, model, part number, and product literature, to demonstrate compliance with the SOW.

• Proposal preparation instructions include page numbering and adherence to all solicitation requirements.

• This acquisition is a 100% set-aside for Small Business.

• A site visit is scheduled for June 24, 2026, at 9:00 AM CDT.

• Final questions are due by June 26, 2026, at 4:00 PM CDT.

• Base access requests are due by June 18, 2026, at 4:00 PM CDT.

• The solicitation incorporates FAR and DFARS clauses by reference, including those related to payment, contract administration, and unique item identification.
