  • Lot 1: AF Men's Coat (NSN: 8405-01-434-0295) and AF Women's Coat (NSN: 8410-01-378-0030).
  • Lot 2: SF Men's Coat (NSN: 8405-01-724-4077) and SF Women's Coat (NSN: 8410-01-724-3772). All items must adhere to the Berry Amendment, requiring them to be 100% U.S. Made from 100% U.S. Materials. Specific technical specifications (PD/CID/Spec and Pattern Dates) are provided for each coat type.

Contract Details

Two IDIQ, FFP contracts will be awarded, each with a 60-month duration, structured into five 12-month pricing tiers.

  • Lot 1 (Total Small Business Set-Aside): Minimum Quantity 20,200 EA, Annual Estimated Quantity (AEQ) 32,700 EA per tier, Maximum Quantity 261,500 EA.
  • Lot 2 (Unrestricted): Minimum Quantity 34,700 EA, AEQ 60,000 EA per tier, Maximum Quantity 478,600 EA. Initial delivery orders will require three monthly deliveries starting 120 days after award, with subsequent orders due in 90 days. The delivery destination is Travis Association for the Blind, Austin, TX 78744.

Submission & Evaluation

The procurement will utilize a Negotiated, Best Value Trade-Off Source Selection process. Evaluation factors, in order of importance, include:

  1. Product Demonstration Models (PDM)
  2. Past Performance Confidence Assessment
  3. Proposed Price Offerors must submit PDMs and a history of experience/past performance (covering the last 3 years) with their proposals.
  • Lot 1 PDM Requirements: Two PDMs per place of performance (one size 40R AF Men's Coat, one size 10MR AF Women's Coat).
  • Lot 2 PDM Requirements: Four PDMs per place of performance (one size 40R AF Men's Coat, one size 10MR AF Women's Coat, one size 40R SF Men's Coat, one size 10MR SF Women's Coat).
