Quick Summary
The National Guard Bureau (NGB) is conducting market research through a Sources Sought notice to identify qualified sources for Air National Guard Air Combat Training System (ACTS) Services. This program supports aircrew and warfighter training through mission preparation, execution, and post-mission debriefing. The government is also determining the potential for a small business set-aside. Responses are due by May 15, 2026.
Scope of Work
The ACTS program provides services for permission preparation, mission execution, and post-mission debriefing to enhance aircrew and warfighter training. This includes integrating Data Link Systems and Electronic Warfare Threat Simulator Systems. The system uses aircraft instrumentation, integrated data feeds, range systems, and ground infrastructure to track participants and record data for post-event reconstruction. Services involve operations and maintenance (O&M) for ACTS equipment, including P5 Combat Training System (P5CTS) components.
Performance will occur at four ANG Combat Readiness Training Centers (CRTCs), ten ANG Air Gunnery Ranges, and 24 ANG Fighter Wing locations. CRTCs will act as "Hubs" for ranges and fighter wing locations. Contractor personnel will require Secret security clearances and must comply with all installation access and security policies.
