• Questions Due Date: June 15, 2026, at 10:00 AM CST.

• Evaluation Factors: Lowest Price Technically Acceptable.

• Technical Volume: Quotes must include a separate Technical Volume (PDF format, 10 pages max), with one redacted and one unredacted copy. The redacted copy should not include pricing or identifying information. It should demonstrate a sound approach and methodology.

• This acquisition is set aside for Small Business.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-4 by reference.

• Payment requests and receiving reports must be submitted electronically via Wide Area WorkFlow (WAWF).

• Contractor access to Air Force installations requires base identification and vehicle passes.

Statement of Need (SON)

This document outlines the requirements for repairing specific items at the Aircraft Fire Trainer Facility and the Structural Fire Training Facility.

Building 994 - Aircraft Fire Trainer Facility:

• Repair 100 linear feet of bar grating and welding plate bridge on the rescue and off-rescue sides of the fuselage.
• Repair the lower weir drain valve and install a 20' French drain.
• Repair the cracked steel plate at the passenger training point via welding.
• Remove and replace the shipboard ladder to the control tower access with a galvanized stair assembly from the sidewalk to the tower.
• Repair cracked inboard and outbound engine spires.

Building 993 - Structural Fire Training Facility:

• Repair and replace broken/cracked Maranite burn cell liner in burn cell 1 and 2.

• Rehabilitate floors on the roof, 3rd, and 2nd levels, including cleaning, etching, and applying two coats of antioxidation paint with primer.

• Install fall protection chains in attic windows.

• Repair roof opening at repelling points with stainless chain and locking carabiners.

• Delivery: The vehicle is to be shipped to the Fire Department, 14 CES/CEF, 1024 Independence Ave, Blvd, building 998, Columbus AFB, MS 39710.

• The contractor shall provide all necessary management, labor, equipment, transportation, tools, materials, and other items.

• The contractor must comply with security requirements identified in AFFARS 5352.242-9000, Contractor Access to Air Force Installations, and Local Base Entry Procedures.
