Scope of Work
CBP AMO requires comprehensive aircraft pilot training services, encompassing both specific and generic training for various rotary-wing helicopters and fixed-wing airplanes. This includes Initial/Transition and Annual/Recurrent Training for aircraft such as Airbus AS-350 variants, King Air (200, 350, 360), Bombardier DHC-8 (Q200, Q300), Pilatus PC-12, and UH-60 Black Hawk/S-70 models. Training must comply with Federal Aviation Administration (FAA) regulations (FAR Part 141 or 142) or DOD/OEM standards. The scope includes ground school, flight training, and may evolve with CBP's fleet changes.
Contract Details
This procurement is for an IDIQ contract with Firm Fixed Price line items, with the potential for multiple awards. The period of performance consists of one base year and four one-year option periods, from May 1, 2026, to April 30, 2031. The requirements are divided into two Functional Areas:
- Functional Area 1 (Aircraft Pilot Training): Full and Open Competition. Minimum guarantee of $250,000, maximum order of $5,000,000.
- Functional Area 2 (Light Enforcement Helicopter Training): Set-Aside for Small Business Awards only. Minimum guarantee of $250,000, maximum order of $4,000,000. The NAICS code is 611512 "Flight Training" with a $34M small business size standard.
Key Requirements
Offerors must be FAA FAR Part 141 or 142 certified and maintain this certification. Facilities must be in commercial use and certified prior to proposal submission. Contractors are responsible for providing all training materials, study rooms, and certificates. Secure handling of Personal Identifiable Information (PII) and signing a Non-Disclosure Agreement (NDA) are mandatory. No Government Furnished Equipment (GFE) will be provided. Performance will be monitored via a Quality Assurance Surveillance Plan (QASP) with specific objectives and acceptable quality levels.
Evaluation & Submission
Proposals will be evaluated using a trade-off process, where Technical Capabilities and Past Performance are significantly more important than Price. A 10 percent price evaluation preference may apply for HUBZone small business concerns. Proposals (Volumes I and II) are due via email to shante.o.melton@cbp.dhs.gov on March 18, 2026, at 1:00 PM EST. Questions were due by February 25, 2026.
Amendments & Notes
