This document is a combined synopsis/solicitation for commercial products and services, issued as a Request for Quotation (RFQ) by the U.S. Air Force (366 CON/PKА). • Contract Type: Firm Fixed-Price Contract.

• Period of Performance: Delivery and setup by 12:00 PM on May 15, 2026. Onsite support available May 16-17, 2026. Teardown after 5:00 PM on May 17, 2026. All equipment removed by 8:00 AM on May 18, 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide rental of necessary equipment, materials, labor, and transportation for tents, tables, and chairs to support the Gunfighter Skies 2026 Open House at Mountain Home AFB, Idaho.

• Furnish, deliver, and remove canopy tents, tables, chairs, and various fencing with associated grounding equipment.

• All work must comply with the PWS, federal, state, local laws, regulations, manufacturer's specifications, and commercial practices.

• The government reserves the right to modify quantities of work.

• Delivery and setup of tents: No later than 12:00 PM on Friday, May 15, 2026.

• Technician availability for onsite support: 7:00 AM to 6:00 PM on Saturday, May 16, 2026, through Sunday, May 17, 2026, with a response time of no more than two hours.

• Teardown begins: After 5:00 PM on Sunday, May 17, 2026.

• All equipment removal: Before 8:00 AM on Monday, May 18, 2026.

• All equipment must be in working order, free of damages, stains, or tears.

• Increase canopy (40' x 40') to two (2) with strapping and blocks.

• Increase white folding chairs to one thousand (1050).

• Equipment must be clean, undamaged, and in safe, fully operational condition.

• Government will inspect all delivered equipment.

• Deposits: Government does not provide deposits; payment is a single lump sum within 30 days of invoice receipt, inspection, and receiving report.

• Compensation and Cancellation: In case of postponement, abandonment, or cancellation due to circumstances beyond control, compensation will be commensurate with work performed. Contractor must provide substantiating documents for costs incurred.

• Conflict of Interest: Contractor shall not employ individuals creating a conflict of interest.

• Hazardous Materials: Submit Safety Data Sheets (SDS) for all potentially hazardous materials. Approval is required before bringing any hazardous materials onto the installation. HAZMART personnel will inventory all chemicals.

• Environmental Spills: Contractor is responsible for spill containment, notification, and cleanup. Liability rests solely with the contractor.

• Waste Disposal: Dispose of hazardous waste according to federal, state, and local regulations.

• Historic Preservation: Coordinate with 366FW A7IE Cultural Resources Manager prior to implementation to avoid adverse effects on historic properties.

• Security: Contractor personnel must meet all security requirements, including obtaining necessary clearances, background checks, and completing Antiterrorism (AT) Awareness Training. Base access procedures must be followed, including submitting required forms (e.g., 366 SFS Form 30) and obtaining identification badges.

• Traffic Laws: Comply with base traffic regulations.

• Weapons: Possession of weapons, firearms, or ammunition is prohibited on installation.

• Domestic Violence/Lautenberg Amendment: Personnel involved with firearms/ammunition storage, issue, or disposition must complete DD Form 2760 annually and certify they have not been convicted of domestic violence.

• Waste must be handled and disposed of in accordance with federal, state, and local regulations.

• Historic preservation coordination is required.

• Contractor personnel must meet security requirements, including training, background checks, and base access procedures.

• Antiterrorism (AT) Awareness Training is required for personnel with routine physical access.

• Contractor employees are prohibited from possessing weapons, firearms, or ammunition on installation.

• The Government does not provide deposits.

• Payment will be a single lump sum within 30 days of receipt of a valid invoice, satisfactory material inspection, and a completed receiving report.

• In case of postponement, abandonment, or cancellation due to circumstances outside of either party's control, neither party is liable for expenses incurred.

• If the Contractor has incurred costs at the time of cancellation, compensation will be commensurate with work performed, supported by substantiating documents.

• Negligence, equipment failure, sickness, or loss of employees do not constitute conditions outside of control.

• If the Contractor is on-site and ready to perform but cannot due to circumstances outside their control, they will be paid 100% of the performance fee.

• Failure to perform for reasons other than those stated above will result in no compensation.

• Contractor shall not employ persons with a conflict of interest, including government employees or former military personnel with less than honorable discharge.

• Air Force airshows are free to the public; the contractor shall not solicit donations.

• The contractor may not display or charge admission fees for tours or displays.

Wage Determination

This document is a U.S. Department of Labor, Wage and Hour Division "Register of Wage Determinations Under the Service Contract Act."
