To provide rental vehicles for authorized personnel at Mountain Home Idaho and surrounding areas within a 65-mile radius.

• Furnish safe, clean, and fully functional rental vehicles for military and authorized personnel.

• Services are non-personal; the Government will not supervise the contractor's personnel.

• Vehicles must be automatic transmission.

• Electric or hybrid vehicles will not be accepted.

• Vehicles must be equivalent to those customarily offered to the general public.

• Vehicles must comply with applicable health, safety, and accessibility standards.

• Vehicles must be road safe and legally compliant.

• Mountain Home Idaho and/or its immediate surrounding areas within a 65-mile radius.

• Contractor must provide all personnel, supervision, labor, materials, equipment, tools, and parts.

• Contractor is responsible for damages incurred by individual travelers while the rental vehicle is in their possession.

• The Blanket Purchase Agreement (BPA) may be discontinued with thirty (30) days written notice.

• The BPA will utilize insurance provided by the contractor as allowed by FAR 28.301(b).

• Car (Sedan): Minimum 5 seats

• Compact Car: Minimum 5 seats

• Truck: Minimum 6 seats

• Crew Cab Truck: Minimum 5 seats

• Mid Size SUV: Minimum 5 seats

• SUV: Minimum 8 seats

• VAN: Minimum 15 seats

• Mini Van: Minimum 8 seats

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for commercial services to establish a Blanket Purchase Agreement (BPA) for Rental Vehicles. It serves as the only solicitation, and proposals are being requested via this Request for Quotation (RFQ). The government intends to award a Firm Fixed-Price Contract.

• The primary requirement is for vehicle rental services.

• A Performance of Work Statement (PWS) for vehicle rental is attached.

• A Wage Determination is also attached.

• A Firm Fixed-Price Contract is anticipated.

• The overall ordering period shall be five years from the date of award.

• Performance Period (PoP) will be established on each subsequent task order.

• Alternative line items will not be accepted.

• Descriptive literature demonstrating compliance with requirements is required.

• Pricing must be held firm for 60 days from the quote receipt date.

• Evaluation factors will include Technical Capability, Price, and Past Performance.

• Each evaluation criterion will be evaluated on a pass/fail basis.

• Award will be made to the responsible offeror whose offer is most advantageous to the Government, considering technical capability, price, and past performance.

• This is a 100% Total Small Business Set-aside.

The government is seeking to determine the availability, interest, and capability of potential business sources for providing vehicle rental services for the Airshow at Mountain Home AFB, ID 83648. This is not a solicitation, and no award will be made from this notice.

• Provide non-personal rental vehicle services in Mountain Home, Idaho, and surrounding areas within a 65-mile radius.

• Ensure all rental vehicles are safe, clean, functional, and legally road-worthy.

• Services and amenities must be equivalent to those offered to the general public and comply with health, safety, and accessibility standards.

• The Government will only be obligated to the extent of calls placed against the BPA by authorized callers.

• Vehicles must meet minimum seating capacities: Car (Sedan) - 5, Compact Car - 5, Truck - 6, Crew Cab Truck - 5, Mid Size SUV - 5, SUV - 8, VAN - 15, Mini Van - 8.

• All vehicles must be automatic.

• Electric or hybrid vehicles will not be accepted due to limited charging stations.

• Services to be provided in Mountain Home, Idaho, and its immediate surrounding areas within a 65-mile radius.

• The BPA may be discontinued with thirty (30) days written notice by either party.

• The Contractor is responsible for all personnel, supervision, labor, materials, equipment, tools, and parts.

• The Government is not liable for incidental charges or damages incurred by individual travelers. The Contractor must inform travelers of their responsibility for damages.

• The BPA will utilize the insurance provided by the contractor as allowed by FAR 28.301(b).

• Attachment 1 outlines the Task Order Ordering process, including check-out/check-in procedures and responsibility for additional fees if arrival or departure times deviate from the order.
