Statement of Work (SOW)

To provide environmental services for the removal, sampling, characterization, packaging, transportation, and disposal of one (1) unlabeled and uncharacterized 55-Gallon Blue Plastic Drum located at Izembek National Wildlife Refuge (NWR), Cold Bay, Alaska.

• Prepare and submit a Work Plan detailing the entire process.

• Sample and characterize the material according to RCRA characteristics.

• Package and label the drum according to EPA and DOT standards.

• Transport the waste to an ADEC-permitted TSDF using an ADEC-authorized transporter.

• Provide final disposal confirmation and certificates of destruction.

• Submit a comprehensive final documentation package.

• Work Plan: Must include project schedule, mobilization/demobilization, Cold Bay logistics, sampling procedures, waste determination methodology, packaging, transportation, proposed TSDF, and spill prevention.

• Sampling & Characterization: Must follow approved hazardous materials sampling methods.

• Packaging & Labeling: Must comply with EPA and DOT standards.

• Transportation & Disposal: Must use ADEC-authorized services and provide final disposal confirmation.

• Contractor Qualifications: Experience handling unknown/mixed petroleum waste drums, experience with ADEC or similar agencies, OSHA HAZWOPER, DOT HAZMAT certification, and an EPA ID number for hazardous waste shipping.

• Government Furnished Equipment: Lodging at the bunkhouse and use of a pick-up truck may be provided and coordinated with the station Project Leader.

• Remote Location: Contractor must factor in Cold Bay's isolation, travel conditions, and commercial cargo limitations.

• Reporting: Daily reports, photographs, notes, and all documentation become government property. Final report requires government review within 14 days.

• Points of Contact: Specific contacts for the CO, COTR, and Refuge Representative are provided.
