• Questions regarding the solicitation must be submitted in writing to Tiffannie Pannell via email by June 11, 2026, by 9am EST.

• Proposals must include a completed SF 1442, signed amendments (if any), pricing for items on the Quote Schedule (Section B), and Representations and Certifications per FAR Provision 52.204-8.

• A complete cost breakdown (labor, material, etc.) is required; proposals without it will be deemed non-responsive.

• Award will be made to the responsible respondent submitting the lowest evaluated price determined fair and reasonable.

• This RFQ is set aside for small business concerns.

• Bonds: Payment and performance bonds are required for awards over $35,000 and $150,000 respectively. Bonds are due within 10 calendar days after award.

• The solicitation includes numerous FAR clauses related to construction, environmental impact, hazardous materials, green procurement, wage rates, and reporting requirements.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for characterizing and cleaning up contaminated soils and groundwater at the Sheep Island Boat Maintenance Facility in Kodiak, Alaska. The goal is to address petroleum and lead contamination to evaluate the site for closure.

• Delineate and characterize petroleum contamination in soil and groundwater at the landfarm area.

• Sample and analyze soil and groundwater for specified contaminants including GRO, DRO, BTEX, PAHs, and VOCs.

• Delineate and characterize lead contamination from marine batteries and remove up to 5 cubic yards of contaminated soil, with provisions for additional soil removal.

• Conduct groundwater investigation to determine impact and feasibility of recovery or treatment.

• Prepare a Site Characterization Report and a Corrective Action Completion Report (CACR) with recommendations for remediation.

• Obtain ADEC approval for transport and disposal of contaminated media.

• Soil and groundwater analysis must meet ADEC and federal hazardous waste criteria.

• Groundwater cleanup levels must not exceed 18 AAC 75 Table C.
