Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for aviation fuel delivery services at Yukon Flats National Wildlife Refuge, Fairbanks, AK. The U.S. Fish and Wildlife Service is procuring these services.

• Aviation fuel delivery on an on-call basis with a (1) day notification of need.

• Fuel types include, but are not limited to, Aviation Gasoline (100LL).

• Metered and signed delivery tickets are required.

• Invoices must include: Name of Contractor, BPA number, and Period of Performance.

• The total offered price per gallon must include applicable taxes, delivery/seller fees, and be adjusted for wholesale price based on daily wholesale reference prices.

• This is a Request for Quotation (RFQ) for a multiple-award Blanket Purchase Agreement (BPA).

• The BPA will be for a five-year period effective upon the date of award.

• The total award amount shall not exceed $250,000.00 for the life of the agreements.

• The minimum order limit is $0.00.

• The maximum order limit is $20,000 per call.

• Award will be made using a Trade-off method.

• Quotes are due by 03/27/2026 at 1700 ET.

• Quotes should be submitted via email to kathryn_coltran@fws.gov.

• Solicitation Questions are due by 03/25/2026 at 1700 ET to kathryn_coltran@fws.gov.

• Evaluation factors, considered approximately equally to price, include: (i) technical capability and (ii) past performance (no terminations for default).

• Offerors must submit their quotation on company letterhead, including unit and total price for each fuel type, UEI No., and point of contact phone number and email address.

• This acquisition is a total small business set aside.

• The North American Industry Classification Standard (NAICS) code is 324199, with a small business size standard of 950.

• Offerors must be registered at the System for Award Management (SAM) website.

• The Government is not obligated to place orders beyond the Not to Exceed Ceiling amount of $250,000.00.

• Invoices will be paid via Government Purchase Card unless a BPA Call is made by an authorized contracting officer. For calls over $10,000, payments will follow IPP electronic payment instructions.

• The US Fish and Wildlife Service is 100% tax exempt.
