Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for fuel delivery services for the U.S. Fish and Wildlife Service, Yukon Flats National Wildlife Refuge in Fairbanks, AK. The government is procuring bulk fuel delivery to establish a Blanket Purchase Agreement (BPA) for a five-year period.

• On-call delivery of fuel within one day's notification.

• Provision of metered and signed delivery tickets with invoices.

• Furnishing of Aviation Gasoline (100LL) with the fuel code 130-9130-00-179-1122.

• Pricing must include applicable taxes, delivery/seller fees, and wholesale price adjusted for each delivery based on the daily wholesale reference price.

• The contract will be a multiple-award BPA with up to three awardees.

• The total estimated value for the life of the agreements is not to exceed $250,000.00.

• The period of performance is from the award date to September 30, 2030.

• The contract type is an unfunded BPA with option years.

• Quotes Due: March 20, 2026, by 1700 ET.

• Solicitation Questions Due: March 18, 2026, by 1700 ET.

• Required Submission Items:

  • Quotation showing unit and total price with markups for each fuel type on company letterhead.
  • Unique Entity Identifier (UEI) number.
  • Point of contact phone number and e-mail address.

• Evaluation Factors: Award will be made using a Trade-off method, considering technical capability, past performance, and price, approximately equally.

• This acquisition is a total small business set-aside.

• The North American Industry Classification Standard (NAICS) code is 324199, with a small business size standard of 950.

• Offerors must be registered in the System for Award Management (SAM) website.

• The government is not obligated to place orders beyond the Not to Exceed Ceiling amount.

• Once the Simplified Acquisition Threshold is met, the BPA(s) is no longer valid.

• Minimum order limit is $0.00; maximum order limit is $20,000 per call.
