Scope of Work
The contractor shall provide daily boxed noon meals, primarily sub sandwiches, to Armed Forces applicants at the Albany MEPS. Service is required Monday through Friday, excluding legal holidays and training days, and for up to 28 Saturdays annually. "Mission day" meals are also required for applicants processing late. Meals must be delivered by 10:00 a.m. to the MEPS Operations Control Desk. The contractor is responsible for securing their own parking.
Key Requirements
Each noon meal must include a 6-inch sub-type sandwich (ham, turkey, roast beef, or veggie), chips, a pre-packaged dessert, a fresh apple or banana, a straw, and a paper napkin. Cold beverages (carbonated soft drinks, bottled water, iced tea, whole milk) and condiments (mustard, mayonnaise, salt, pepper, vinaigrette) are also required. Meals must be packaged in sturdy, clearly marked containers and delivered in coolers to maintain proper temperature. The contractor will be notified daily of the total number of meals needed, with specific orders only for vegetarian sandwiches and whole milk. A variety of assorted sandwiches must be provided based on the daily quantity. Contractors must maintain a self-inspection program and ensure employees complete AT Level I, iWATCH, and OPSEC training within 30 days of award, and comply with PIV and installation access procedures.
Contract Details
This is a Firm Fixed-Price contract for a base period from July 1, 2026, to June 30, 2027, with two one-year option periods. The government guarantees to procure a minimum of $1,500.00 in boxed noon meals for the base period.

This acquisition is a Total Small Business Set-Aside under NAICS 311991 (Composite Food Packages) with a size standard of 700 employees.
Submission & Evaluation
Offers are due by June 1, 2026, at 10:00 AM Local Time and must be emailed to the Contract Specialist and Contracting Officer. Award will be made to a single offeror based on the Lowest Priced Technically Acceptable (LPTA) methodology, with no trade-offs. Evaluation factors include:
- Factor 1: Health Inspection Report (current, score "A" or "B", 85+, or "pass").
- Factor 2: Past Performance (acceptable/unacceptable, recent and relevant within 36 months, minimum $25,000 contracts). Offerors must include a signed copy of Amendment 0001 with their quote submission. Prices must be held firm for 90 calendar days.
