Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for firm-fixed-price contract services for OHV/ATV trail maintenance at the Allegheny National Forest.

• General Requirements: The contractor will provide all labor, supervision, equipment, and materials for trail maintenance.

• Services Include: Normal tread maintenance, heavy tread maintenance, seeding, mulching, silt fencing, Riprap (R-3), litter collection, vegetation cutting, under brushing, erosion control, ditch cleaning, and other miscellaneous services.

• Trail Specifications: Trail width must be less than or equal to 50 inches. Access is via public trailhead locations, though contractors may coordinate with local gas and mineral rights owners for road infrastructure access.

• Equipment Requirements: All equipment must be cleaned and free of invasive species prior to entering Federal lands. Protective plating and armoring must be intact. OSHA-approved spill kits are required on site.

• Work Schedule: Work must be completed between April 1, 2026, and June 30, 2026. The preferred completion date is by May 21, 2026 (the Thursday before Memorial Day).

• Operating Hours: No evening work, weekend work, or work on federal holidays is permitted without approval. Work is only allowed during appropriate weather conditions.

• Inspections: Weekly inspections will be performed.

• Trail Maintenance Depth: Normal maintenance applies to ruts/holes not exceeding 6" deep for more than 500-foot sections. Heavy maintenance is for areas with ruts/holes exceeding 6" and less than 18" deep, requiring significant reshaping.

• Seeding/Mulching: Disturbed sites must be seeded and mulched within 14 days of disturbance.

• Silt Fencing: Installation of 36" staked silt fencing or straw bale sediment structures may be required.

• Period: April 1, 2026 – June 30, 2026.

• Location: Allegheny National Forest, OHV/ATV trail systems.

• Site Visit: Visiting the site is highly encouraged. Contact Kelsey Meacham (Kelsey.Meacham@usda.gov, 814-927-5765) to schedule a visit.

• Materials: Estimated quantities for DSA Limestone (642 tons) and Riprap Size R-3 (143 tons) are provided. Additional material needs require written COR authorization.

• Invasive Species: Strict cleaning protocols for equipment are mandated.

• Key Personnel: Contractor's Contract Representative is key personnel.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) for Normal and Heavy Maintenance on the Allegheny National Forest Rocky Gap motorized trail system. The government is procuring trails maintenance services. This acquisition is a Total Small Business Set-Aside.

• Furnish all labor, supervision, equipment, and materials for trails maintenance.

• Operations include normal tread maintenance, heavy tread maintenance, seeding, mulching, silt fencing, Riprap (R-3), litter and trash collection/disposal, vegetation cutting/removal, under brushing, erosion control, and ditch cleaning.

• See Attachment 2 - SOW for detailed requirements.

• Trail width requirement is less than or equal to 50 inches.

• Work must be completed before June 30, 2026, with a target completion date of May 21, 2026.

• Award anticipated to be a Firm Fixed Price Purchase Order.

• Period of Performance: Date of Award - June 30, 2026.

• Schedule of Items includes: Mobilization, Normal Tread Maintenance, Heavy Tread Maintenance, DSA Limestone, and Riprap Size R-3.

• Quotations are due by April 3, 2026, 1700 CT.

• Questions are due by March 27, 2026, 1700 CT and should be emailed to michael.simpson@usda.gov.

• Award will be made to the offeror with the highest technically rated quotation with fair and reasonable pricing and acceptable or neutral past performance.

• Evaluation criteria include Technical Approach, Price, and Past Performance.

• Required submission documents: SF-1449, Schedule of Items with pricing, and Completed Experience Questionnaire (Attachment 8).

• Total Small Business Set-Aside.
