Justification
The acquisition was pursued on a sole source basis due to CAES being the sole system designer, developer, integrator, and manufacturer of the LBT. CAES is the only known source with the requisite knowledge, experience, and technical expertise to modify and successfully integrate the LBC Transmitter into the existing LBT and AN/ALQ-99 TJS. Awarding to any other source would likely result in "Unacceptable delays in fulfilling the agency’s requirements."
