Quick Summary

The Naval Air Systems Command (NAVAIR) has awarded a Firm Fixed Price (FFP) sole source contract to Cobham Advanced Electronic Solutions (CAES) Systems Inc. for the ALQ-99 Tactical Jamming System (TJS) Low-Band Consolidation (LBC) Production Follow-On Award. This award covers the production and delivery of modifications to convert Low Band Transmitters (LBTs) to LBC Transmitters, serving as a follow-on to the previous LBC production contract N00019-23-C-0038.

Scope of Work

This procurement includes supplies and services required for the production and delivery of up to eighty-five (85) modified LBTs to LBC transmitters and associated spare components. Additionally, it involves updating up to eleven (11) -501 LBCs to the -503 variant. The LBC Transmitter will be a direct form and fit replacement for the LBT in the existing ALQ-99 pod. These systems are integral to the AN/ALQ-99 Tactical Jamming System (TJS) flown on EA-18G aircraft, providing vital Airborne Electronic Attack (AEA) jamming capability against radar and communications targets.

Contract & Timeline

  • Contract Type: Firm Fixed Price (FFP)
  • Awardee: Cobham Advanced Electronic Solutions (CAES) Systems Inc.
  • NAICS Code: 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing)
  • Award Basis: Sole source under 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(B).
  • Follow-on to: Contract N00019-23-C-0038
  • Estimated Deliveries: Begin Quarter 3 FY27
  • Published Date: March 30, 2026

Justification

The acquisition was pursued on a sole source basis due to CAES being the sole system designer, developer, integrator, and manufacturer of the LBT. CAES is the only known source with the requisite knowledge, experience, and technical expertise to modify and successfully integrate the LBC Transmitter into the existing LBT and AN/ALQ-99 TJS. Awarding to any other source would likely result in "Unacceptable delays in fulfilling the agency’s requirements."
