This is a combined synopsis/solicitation for commercial hotel lodging services for eligible Veterans receiving treatment at the Amarillo VA Health Care System. The solicitation is issued as a Request for Quotation (RFQ) under streamlined procedures for commercial products and services.

• Provide hotel lodging services for out-of-town Veterans and their drivers/guests.

• Facility must be located within a five (5) mile radius of the Amarillo VA Health Care System.

• Rooms must be equipped with a full/queen bed(s), refrigerator, and microwave. ADA accessible rooms are required.

• Contractor must provide complimentary daily linens, basic toiletries, and utilities (heat, AC, electricity, water, sewer, basic cable, local phone).

• Contractor must allow spouses, significant others, or caretakers to stay with patients at no additional cost to the Veteran.

• Contractor must have five (5) rooms readily available Sunday through Thursday each week.

• Hotel facility within walking distance of a restaurant is preferred, and the contractor should provide menus or listings of nearby restaurants.

• Contractor must allow food delivery to their facility.

• Rooms must be reasonably quiet and tranquil.

• Contractor must comply with all applicable city, county, and state hotel/motel codes and ordinances, as well as ADA and OSHA standards.

• Contract Type: Firm-Fixed-Price Indefinite Quantity Contract.

• Estimated Minimum: $2,500.00

• Estimated Maximum Order: $575,000

• Period of Performance: Four (4) one-year ordering periods:

  • 06-10-2026 to 06-09-2027
  • 06-10-2027 to 06-09-2028
  • 06-10-2028 to 06-09-2029
  • 06-10-2029 to 06-09-2030

• Option to extend services for up to 6 months.

• Response Date/Time: June 1, 2026, 1:00 PM Central Time.

• Questions Due: May 26, 2026, 1:00 PM Central Time.

• Submission: Quotes must be sent via email to Rafael Rodriguez (rafael.rodriguez2@va.gov) and Oneka Robertson (oneka.robertson@va.gov).

• Evaluation: Lowest Price Technically Acceptable (LPTA).

• Price Validity: Quotes must be valid for at least 60 days.

• This solicitation is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• NAICS Code: 721110 (Hotels (except Casino Hotels) and Motels) with a small business size standard of $40 Million.

• FSC/PSC Code: V231.

• Attachment A (Cover Letter) must be completed and submitted.

• Technical information must be submitted in a separate document.

• Offerors must be registered in the System for Award Management (SAM).

• Quote Content: Must be clear, concise, and include sufficient detail to substantiate claims. Should not merely restate requirements but provide a rationale for meeting them.
• Submission Requirements: Quotes must be on company letterhead, submitted by the solicitation's deadline, and include:

  • Unit price and overall total price
  • Any discount terms
  • CAGE code
  • UEI number
  • Business size and socioeconomic status (Small Business, SDB, HUBZone, Woman-Owned SB, SDVOSB, 8(a), EDWOSB, Other)
  • Point of Contact Name/Phone Number and Email
• FAR 52.212-4 Concurrence: Offerors must concur with the statement: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." This requires a signature.
