Purpose & Scope
This opportunity aims to modernize AMC's outdated and inefficient IT infrastructure to enable data-driven, globally maneuverable airpower. The objective is to find innovative methodologies and solutions for secure, scalable, multi- and cross-domain IT transformation, encompassing core, edge, and cloud components of Air Force IT.
Key Requirements & Deliverables
This is a two-step solicitation process:
- Step One: White Paper Submission: Offerors must submit an unclassified White Paper detailing their technical approach and identifying required government support. White Papers will be evaluated as "Selectable" or "Not Selectable."
- Step Two: Detailed Approach (By Invitation Only): "Selectable" offerors will be invited to submit a comprehensive detailed approach. This includes:
- Assessment & Analysis Methodology for existing IT infrastructure.
- Proposed Future State Architecture (secure, scalable, resilient, including cloud and edge).
- Transition & Implementation Roadmap with Key Performance Indicators (KPIs) and a detailed Statement of Work (SOW).
- Core Technical Capabilities & Approach (System Integration, Network Design, Multi-Solution Testing, Large-Scale Installation).
- Cybersecurity & Compliance Framework (Risk Management Framework (RMF), Cyber Supply Chain Risk Management (C-SCRM), Classified Operations).
Contract Details
The Air Force anticipates awarding Firm-Fixed Price contracts or agreements. Awards are subject to the availability of funds. The overall CSO is open until February 26, 2031, but submissions are tied to specific AOI deadlines.
Eligibility & Security
- Set-Aside: This AOI is exclusively for Service-Disabled Veteran Owned Small Businesses (SDVOSBs).
- Security: A Secret Clearance is required for all responders. Personnel must possess a minimum Tier 3 Security Investigation with "SECRET" eligibility and be enrolled in Continuous Vetting. A "SECRET" facilities clearance is also required.
- Foreign national participation is limited to public domain information only.
Submission & Evaluation
- Questions Due: April 10, 2026, at 14:00 CST. Questions should be submitted using the provided Question/Comment Matrix (Attachment 1).
- White Paper Due: April 24, 2026, at 14:00 CST.
- Evaluation: Proposals will be evaluated on Technical Merit, Importance to Agency, and Price, with all factors considered of equal importance. The evaluation method involves a scientific, technological, and/or other subject-matter experts peer review process.

Place of Performance
