Submission & Evaluation

Proposals must be submitted electronically to BLG-Procurement@state.gov in Adobe Acrobat (pdf) format, not exceeding 5MB per file. Submissions should be in three volumes: Executed SF 33 and Section K, Price Proposal (Section B), and Technical Proposal (including the Experience and Past Performance form). Required documents also include Section B Retention Amounts, additional Section L information, and IRS Form W-14. Award will be made to the lowest priced, technically acceptable, responsible offeror, based on technical acceptability and price. Offerors must be registered in SAM.gov prior to submission.

Additional Notes

The government will not provide historical claims data for pricing purposes. The James Zadroga 9/11 Victims Health and Compensation Act of 2010 notice applies (2% excise tax). Health insurance services are exempt from VAT in Serbia. Proposals must be in English.
