Quick Summary
The National Oceanic and Atmospheric Administration (NOAA), under the Department of Commerce, has issued a Sources Sought Notice for a new, fully outfitted Class II research vessel for operations in American Samoa. This is for market research to identify potential small business sources capable of providing the vessel. The vessel is required within fifteen (15) months of award. Responses are due by May 8, 2026.
Scope of Work
NOAA requires a new, unused, "turn key" research vessel, 31-35 feet in length, specifically a catamaran with a forward house and aft working deck. It must accommodate up to nine persons (science and dive parties) plus a 2800 lb payload. Key missions include monitoring, coral restoration, water sampling, mooring buoys, reef and fish surveys, partner missions, education & outreach, and emergency response in American Samoa, up to 50nm offshore in exposed waters. The vessel must meet ABYC (Mechanical/Electrical) and USCG or equivalent (Structural) standards, be constructed from marine aluminum 5086/5083, and feature twin 300 HP gasoline four-stroke outboard engines, achieving a minimum speed of 25 knots (fully loaded) and a range of 220 nm (270 nm preferred). Design and layout require Government acceptance before construction. Optional items include a trailer, sunshade, suspension seats, and shipping/delivery to American Samoa.
