Purpose & Scope
This Sources Sought Notice aims to identify qualified small businesses capable of constructing and delivering a new, unused Class II research vessel. The vessel, approximately 31-35 feet in length, will operate in the National Marine Sanctuary of American Samoa (NMSAS) and must accommodate science and dive parties of up to nine persons. Key missions include monitoring, coral restoration, water sampling, mooring buoys, reef and fish surveys, partner missions, education & outreach, and emergency response.
Key Requirements
- Vessel Type: New, unused Class II research vessel, 31-35 ft catamaran.
- Capacity: Accommodate 9 persons plus a 2800 lb payload.
- Performance: Minimum 25 knots cruise speed (fully loaded), minimum 220 nautical mile range.
- Operational Area: American Samoa, up to 50nm from shore, in exposed waters (max 25 knots wind, 8' significant wave height).
- Construction: Marine aluminum 5086/5083, all-welded, positive buoyancy if swamped. Adherence to ABYC (mechanical/electrical) and USCG or equivalent (structural) standards.
- Propulsion: Twin 300 HP gasoline four-stroke outboard engines.
- Delivery: Within fifteen (15) months of award to Pago Pago, American Samoa (delivery is an optional CLIN).
Submission Requirements
Interested small businesses should submit a response of no more than 5 pages, including:
- Company name, address, and point of contact.
- System for Award Management (SAM) Unique Entity Identification Number.
- Company size and socioeconomic status in relation to NAICS code 336611 (Ship Building and Repair, 1,300 employee size standard).
- Clear demonstration of capability to meet the requirements detailed in the draft Statement of Work, including warranty.
- Any Government Wide Acquisition Vehicle (GWAC) contracts held.
- An estimated Rough Order of Magnitude (ROM). Standard brochures are not sufficient.
