Justification for Sole Source
The justification states that AT&T is the only reasonably available source because the existing VPN network coverage is through AT&T, and all configurations are built around AT&T technology. Market research, including queries to GSA Advantage, GSA 2 GIT, NASA SEWP, AbilityOne, and UNICOR, did not identify other applicable sources. The Contracting Officer determined that AT&T is the only source in accordance with FAR 13.106-1(b)(1). Steps will be taken to preclude future single source awards.
Submission & Evaluation
While earlier documents indicated a Request for Quote (RFQ) with a due date of March 25, 2026, the latest document is a justification for a sole source award. Therefore, competitive submissions are not currently being sought. The justification recommends posting to SAM.gov for a sole source award to AT&T.
