• Correct the number of included option periods.

• Reattach supporting documents that failed to post due to a system glitch.

• Item 00010 (Custodial/Janitorial Services Base Year) has been updated.

• Item 00020 (Custodial/Janitorial Services Option Year I) has been updated.

• Item 00060 (Custodial/Janitorial Services Six months service extension IAW FAR 52.217-8) has been updated.

All other terms and conditions of the original solicitation remain unchanged. Offerors are reminded that an active SAM.gov registration is required at the time of quote submission to be eligible for award.

Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for custodial and janitorial services at American Memorial Park (AMME) in Saipan, Northern Mariana Islands. The goal is to maintain satisfactory conditions and a clean, neat, professional appearance of all public facilities.

The contractor will provide all management, labor, tools, equipment, and green eco-conscious materials for custodial services. Key tasks include:

• Daily Basic Cleaning: Emptying trash receptacles, cleaning interior glass/mirrors, cleaning water dispensers, vacuuming/cleaning floor mats, spot cleaning surfaces, dusting, and exterior grounds cleanup (removing gum, emptying outdoor bins).

• Daily Restroom/Breakroom Cleaning: Cleaning and disinfecting sinks, toilets, urinals, dispensers, floors, and walls. Descaling toilet bowls and urinals weekly. Stocking restroom supplies (soap, paper towels, toilet paper) and ensuring they do not run out.

• Reporting: Promptly reporting plumbing problems, leaks, or equipment in need of repair to the NPS Maintenance Supervisor.

• Basic Cleaning Services: No more than 2 validated defects per month.

• Restroom/Breakroom Cleaning Services: No more than 3 validated defects per month.

• Services will be validated through 100% inspection for basic cleaning and periodic inspection/customer complaints for restrooms.

• Services commence 30 days following contract award.

• Locations include: American Memorial Park Visitor Center (VC), Administrative Offices, Amphitheater (USFWS Offices), Micro Beach restrooms, and tennis court restrooms.

• Work hours are Sunday to Saturday, 7:00 AM to 3:00 PM ChST.

• Materials: Use of green eco-conscious cleaning materials is required.

• Government Furnished Property: Janitor's closets are available for storage; contractor must clearly identify their property.

• Contractor Provided Equipment: All equipment must be in good, operable, and safe condition.

• Permits & Insurance: Contractor is responsible for obtaining all necessary permits, licenses, and insurance.

• Personnel: Contractor personnel must present a neat, professional appearance, be identifiable, and always be fully clothed. A contract manager with full authority must be designated.

• Resource Protection: Strict adherence to work restrictions to prevent damage to natural features and prevent the introduction of invasive species. Vehicles and equipment must be cleaned and inspected.

• Safety: Work must be performed in accordance with OSHA requirements. Damages to government property must be reported and repaired at the contractor's expense.

• Quality Control: Contractor must develop and maintain a Quality Control Plan (QCP) and Checklists.

• Holidays: No work shall be performed on specified Federal holidays.
