Performance Work Statement (PWS)

To provide subject matter expertise and instructor services for amphibious operations training, primarily for the Naval Expeditionary Operations Planners Course (NEOP) at Expeditionary Warfare Training Group, Atlantic (EWTGLANT).

• Serve as a master-level subject matter expert in expeditionary/amphibious warfare.

• Provide instruction and conduct analysis of amphibious warfare-related documents to ensure curriculum currency.

• Update and maintain the NEOP curriculum and supporting documents, ensuring alignment with modern Training, Tactics, and Procedures (TTPs).

• Instruct the NEOP course (5-day course, typically 8 iterations annually) and portions of other related courses (ARG/MEU Staff Planning Course, Senior Amphibious Course, Amphibious Warfare Staff Planning Course).

• Attend Curriculum Review Boards (CRBs), workshops, conferences, and seminars related to NEOP material.

• Recommend and implement revisions to the NEOP course based on knowledge gained.

• Support the development and sustainment of course curricula, including lesson plans, study guides, visual aids, and examinations.

• Research training source material for currency, adequacy, and accuracy.

• Participate in Amphibious Exercise Conferences and other relevant events.

• Deliverables include a Quality Control Plan (QCP), Course Instruction & Student Feedback, Curriculum Modernization Reports, Amphibious Operations-related Briefings, Updated NEOP Course Materials, Conference & Workshop After-Action Reports, Monthly Progress Reports, and Monthly Financial Reports.

• Performance will be measured against schedule, deliverables, and past performance.

• Specific performance standards include qualified instructors, student ratings, curriculum updates, suggestions/recommendations, information assurance/security compliance, SME participation in conferences/briefings, and meeting summaries.

• Primarily at EWTGLANT, Joint Expeditionary Base Little Creek-Ft. Story in Virginia Beach, Virginia. Some telework may be permitted.

• Travel, including overseas, may be required for mobile training teams and conferences.

• A SECRET security clearance is required.

• Contractor personnel must complete mandatory Navy training (e.g., Cyber Security Awareness, Combatting Human Trafficking).

• Contractor personnel must identify themselves as contractors and ensure all products are marked accordingly.

• Experience required: Minimum 15 years in US Navy Surface Warfare or USMC with at least 4 years in amphibious operations planning, doctrine development, exercises, or training at specific command levels. Minimum 3 years of instructor experience preferred.

• Completion of USMC Curriculum Development course is required or must be obtained.

• Salary comparable to GS-13 entry-level for the geographic location is required.
