Key Requirements & Deliverables
Offerors must propose designs that are code-compliant, meet approved final design criteria, and incorporate industrial process layout and planned production flow. Designs must adhere to Unified Facilities Criteria (UFC) and Anti-Terrorism/Force Protection (AT/FP) requirements, and be executed in a 3D BIM environment. Key personnel with extensive experience are required for Project Superintendent, D-B Project Manager, Construction QC Manager, Site Safety & Health Officer (SSHO), and Design QC Manager. The successful awardee must be self-certified CMMC Level 2 by September 30, 2026. Contractors will be responsible for all environmental permits, with government assistance. Bonding can be on each project rather than one overall agreement bond.
Submission & Evaluation
Proposals will be evaluated based on an integrated assessment of the Management Plan, Milestone Schedule, Added Value, and Price. Technical capability, design approach, and efficiency of design and management pricing are key. Past Performance is not an OTA evaluation criterion. Resilient design and energy conservation measures are viewed favorably. Technical Volume (PDF, max 60 pages) and Price Volume (Excel file) must be submitted. Late submissions will not be accepted.
