Scope of Opportunity
This opportunity involves the lease of approximately 1,736 acres across five parcels (2A, 1A, 1B, 1C, 1D). Proposers may submit proposals for all or any combination of these parcels. Two parcels (2A, 1D) are located within the controlled access portion of the facility, while all land is within the NASA GRC ATF Government-owned property's "Fee Area." Proposed uses must contribute to the commercial use of space and/or related markets. Proposers must detail their planned use, development concepts, and demonstrate financial capability, technical approach, and positive impact on the Glenn Research Center and local economy. Compliance with NASA's security, environmental, and safety regulations is mandatory.
Contract Details
The lease term is a 20-year base period with two consecutive 10-year option periods. Rent will be based on Fair Market Value Rent, determined by appraisal, with a 3.0% annual escalation. Re-appraisal is required every 10 years for leases exceeding 10 years. The lease will be an Enhanced Use Lease (EULA) based on a model agreement. The land is offered "as is," "where is," without warranties. Demand services may be available via a Reimbursable Space Act Agreement (RSAA) at the Tenant's expense.
Eligibility & Evaluation
Eligibility is limited to U.S. Commercial Providers and U.S. Persons. Ineligible entities include those debarred, suspended, or linked to specific foreign governments or criminal activities. Proposals will be evaluated on Fair Market Value Rent, Financial Capability/Viability, Technical Approach, and Impact to Glenn Research Center and Local Economy, with all factors being of approximately equal importance.
