Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Navy (NAVSEA HQ) is conducting a Sources Sought/Request for Information (RFI) for the AN/SPY-6(V) Production program. This RFI is part of market research to identify potential sources for a future multi-award Indefinite Delivery Indefinite Quantity (IDIQ) contract, anticipated for FY27-FY28, to procure and support AN/SPY-6(V) radars. Industry feedback on the Draft RFP is requested by May 29, 2026.
Opportunity Details
This RFI is for planning purposes only and does not constitute a solicitation. The Government intends to competitively award a multi-award IDIQ contract for the production of AN/SPY-6(V) radars, including variants (V)1, (V)2, (V)3, and (V)4. The contract will primarily involve "Build-to-Print" production based on a Technical Data Package (TDP), with potential for technology refresh, obsolescence resolution, and development support. The Government is exploring a strategy to compete requirements for breakouts of specific Line Replaceable Units (LRUs) or subsystems, such as Digital Receiver/Exciter (DREX), Transmit/Receive Integrated Microwave Module (TRIMM), and Prime Power Equipment (PPE).
Key Activities & Deadlines
- Draft RFP Feedback: Industry questions, redlines, comments, or feedback on the Draft RFP are due by May 29, 2026. The Draft RFP is available via NSERC or DoD Safe upon request.
- One-on-One Sessions: The Government is offering 20-minute in-person one-on-one sessions from May 11-15, 2026, in Washington D.C. Companies interested in scheduling a session must submit an email with their preferred day and attendee list by May 1, 2026.
- GFI Access: A Bidder's Library with DRAFT TDP material is available. Access requires submission of a current DD Form 2345 and a signed Terms of Use Agreement. The Terms of Use Agreement (N00024-25-R-5510 Unclassified Terms of Use Agreement 2023.01.05.pdf) outlines strict controls for handling sensitive technical data, including distribution restrictions and destruction requirements.
Desired Capabilities
The Government is interested in Offerors with:
- Experience developing and manufacturing complex radar systems or subsystems (S-Band RF, digital comms, x86 processing, power, cooling, array structures).
- Demonstrated ability to produce hardware to detailed TDPs.
- Experience teaming with industry partners for subsystem development and integrating complex systems.
- Experience maintaining fielded Navy hardware systems.
Important Notes
This RFI is for market research only; no unsolicited proposals will be accepted. Future solicitations will be announced on SAM.gov. Prime contractors for any subsequent solicitation must be U.S. companies capable of receiving TOP SECRET/SCI classified documents. All RFI submissions should be UNCLASSIFIED. Small businesses are encouraged to indicate their status in responses. The Advanced Radars Overview (Advanced Radars Overview for RFI Distro A - 2023.pptx) provides insight into the AN/SPY-6 family, its modular design, and ship classes.
