Sole Source Justification
The justification for sole source to Siemens is based on the proprietary nature of Siemens' equipment and software, and the need for compatibility with the existing Siemens TSECMS. Changing the architecture would incur significant cost and time implications. Market research indicated no other sources could provide the required items. The government acknowledges the desire for future competition and will consider non-proprietary architectures when the current platform is overhauled.
