- Submission Method: Electronically to MRSSProcurement@state.gov. Submissions must be in MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf) format. File size must not exceed 30MB per file; larger submissions may be sent in separate emails.
