- Pre-Proposal Conference/Site Visit: May 13, 2026, at 09:00 AM (attendees recommended to arrive 08:00-08:30 AM for base access).
- Technical Proposal: Must include a Management Plan, Staffing Plan/Organizational Structure, and Property Management Plan. Page limit is 45 pages (excluding resumes/certifications/licenses, title pages, Table of Contents, and Acronyms/Glossary). The Property Management Plan can be a separate, excluded document.
- Past Performance: Offerors must provide relevant data for the last 3 years. References must submit the Past Performance Questionnaire (Solicitation Attachment 5) directly to the Contracting Officers.
- Pricing: Offerors must input Unit Price and Amount for specific CLINs (X001, X005, X007, X008) in U.S. Dollars. Government fill-in CLINs (X002, X003, X004, X006) are estimates and capped cost reimbursement, excluded from the Total Evaluated Price.

Evaluation Criteria
Award will be made to the responsible firm with an acceptable Technical Proposal, determined to be the best value among Past Performance and Price. Technical proposals will be evaluated as Acceptable or Unacceptable, with Management, Staffing, and Property Plans requiring an Acceptable rating. The Government intends to award without discussions but reserves the right to conduct them.
