• Funding: This requirement is subject to Availability of Funds; no contract award will be made until appropriated funds are available.
• Offer Acceptance Period: Offerors agree to hold prices firm for 75 calendar days from the offer receipt date.
• Technical Proposal: Must detail technical approaches for services including facilities maintenance, grounds maintenance, janitorial services, administrative support, property accountability, cargo movement, and billeting facilities management. It must include a Management Plan, Staffing Plan/Organizational Structure, and Property Management Plan. Technical proposals exceeding 45 pages (excluding resumes/certifications/licenses) will be non-responsive.

• Evaluation: Award will be made to the responsible firm with an acceptable Technical Proposal, and best value among Past Performance and Price. Technical Plans (Management, Staffing, Property) must be rated Acceptable.
• Price Evaluation: Total evaluated price includes CLINs X001, X005, X007, and X008. Option prices may be evaluated for reasonableness. The contract includes FAR Clause 52.217-8 (Option to Extend Services).
• Discussions: The Government intends to award without discussions but reserves the right to conduct them if necessary.

This addendum modifies and clarifies instructions related to offer submission, questions, pricing, technical proposal content and format, past performance submission, and evaluation criteria.

Offerors must ensure their proposals strictly adhere to the updated instructions regarding submission methods, deadlines, content requirements for technical and past performance proposals, and pricing formats. Failure to comply may result in non-responsiveness.
