Scope of Work
This Request for Quote (RFQ) seeks market value appraisal services for specific National Park Service (NPS) Tracts within the Mojave National Preserve. The appraisal report will be utilized by the DOI's Appraisal & Valuation Services Office (AVSO) and NPS. The appraisal must conform to both the Uniform Standards of Professional Appraisal Practice (USPAP) and the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA) 6th Edition.

Offerors must possess a California appraiser license, demonstrate experience in vacant desert property appraisal, and have knowledge of UASFLA. Subcontracting is strictly prohibited. Contract Details
This will be a Firm-Fixed-Price (FFP) contract. The total period of performance is 144 calendar days from award. Phase 1 delivery is targeted for 60 days from award, with an alternative option up to 120 days if necessary. Phase 2 delivery is required 60 days after the submission of the Phase 1 report.
Submission & Evaluation
Proposals are due by April 17, 2026, at 15:00 PM Mountain Time. Questions regarding this RFQ must be submitted by April 14, 2026, at 15:00 PM Mountain Time. Award will be made on a Best Value/Trade Off basis, considering Technical Qualifications, Past Performance, Delivery/Inspection Date, and Price. Technical factors combined are more important than price. Submission requirements include a cover letter (max 1 page) with TIN, UEI, address, contact info, quotation date, and a 60-day expiration date.
