Quick Summary
The USDA Forest Service is soliciting proposals for Aquatic Non-Native Invasive Species (NNIS) Treatment Services on the Hoosier National Forest, Tell City Ranger District in Perry County, Indiana. This Total Small Business Set-Aside opportunity seeks contractors to treat Eurasian Milfoil and other nuisance vegetation around lake boat ramps and beach areas. A firm fixed-price purchase order is anticipated, with one base year and one option year. Offers are due May 8, 2026, at 1:00 p.m. Central Time.
Scope of Work
The contractor will perform ground-based application of EPA-approved, non-restricted use aquatic herbicides to remove or reduce invasive plant populations, primarily Eurasian Watermilfoil (MYSP), and nuisance vegetation. Treatment areas include mapped locations within Indian Lake, Celina Lake, Tipsaw Lake, and Saddle Lake. Helicopter or drone spraying is prohibited. Performance standards require a minimum 90% kill of target infestations, with post-treatment surveys and re-treatment at the contractor's expense if effectiveness is not met. Contractors must possess current Indiana commercial pesticide applicator certification (OISC Category 5 Aquatic Pest Management license) for all applicators and key personnel. GPS-enabled devices are required for navigation. This is a new requirement, with no incumbent contractor.
