Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of the Army, specifically W6QK ACC-APG, is conducting a Sources Sought / Request for Information (RFI) for the Arcane Thunder 27 (AT27) initiative. This RFI seeks innovative technologies and capabilities to enhance reconnaissance, target development, and precision targeting operations in challenging and contested environments. The goal is to identify, co-develop, and integrate solutions for decision dominance and the convergence of kinetic and non-kinetic effects. Submissions are due by June 30, 2026.

Purpose & Scope

This RFI is for information gathering only and is not a solicitation for proposals or contracts. The Army aims to identify resilient, adaptive, and modular solutions that can operate in permissive, semi-permissive, and non-permissive environments, including denied/disrupted/intermittent/limited (DDIL) conditions, emission control (EMCON), and requiring signature management. Technologies should integrate with the Tactical Assault Kit (TAK) ecosystem.

Key Areas of Interest

The RFI focuses on technologies supporting:

  • Decision-Centric Warfare and AI-Augment Command and Control
  • Cyber-EW-Information Convergence
  • Multi-Domain Sensing and Targeting
  • Resilient Communication and Network Autonomy
  • Autonomy, Robotics, and Swarming
  • Additive Manufacturing and Edge Modularity
  • Operational Integration and Effects Simulation

Specific technical interests include modular payload compliance, GNSS-denied operations, specific network protocols, US-made ADSB/PLI components, autonomous systems, AI/ML waveform classification, various platforms (HAPs, UAS, interceptors), payloads, Counter Unmanned Aerial Systems, Munitions, Defensive Cyber Operations (DCO), Network solutions (JACD2/Mesh/Modular Sensor Gateway Node), Signature Reduction, and Threat Replication.

Submission & Timeline

  • Submission Deadline: June 30, 2026
  • Submission Method: Respondents must register on the Vulcan-SOF website (https://www.vulcan-sof.com) and submit a "Vulcan Scout Card" and "AT Technology Quad Chart and Details" (templates available on Vulcan).
  • Down-select Notification: No later than September 30, 2026
  • Final Invitation Notification: No later than September 30, 2026
  • Selected technologies may be invited to participate in CONUS-based Communications Exercises (COMMEX), validation, training events, and OCONUS demonstrations.

Eligibility & Notes

This RFI is open to Industry, Academia, individuals, and laboratories. No specific set-asides are mentioned.

  • Do NOT submit classified information.
  • Proprietary information must be clearly identified.
  • The Government does not intend to award a contract based on this RFI.
  • Questions should be directed to C5ISR-Experimentation@army.mil with the subject line: "AT27 QUESTION(s) for CONUS/OCONUS Experimentation."
