Request for Information (RFI)

This RFI seeks information from Industry, Academia, and laboratories regarding innovative technologies and capabilities for the US Army's Arcane Thunder 27 (AT27) initiative. The goal is to identify, co-develop, and integrate capabilities that support rapid advancement in reconnaissance, target development, and precision targeting operations across all domains, particularly in challenging, contested, and denied environments. This RFI is not a solicitation for proposals.

The Army is interested in technologies that can enhance decision dominance and convergence of kinetic and non-kinetic effects. Specific focus areas for experimentation include:

• Decision-Centric Warfare and AI-Augment Command and Control

• Cyber-EW-Information Convergence

• Multi-Domain Sensing and Targeting

• Resilient Communication and Network Autonomy

• Autonomy, Robotics, and Swarming

• Additive Manufacturing and Edge Modularity

• Operational Integration and Effects Simulation

• General Capabilities: Modular Payload Compliant, operation in GNSS denied environments, specific network protocols, US Made ADS-B/PLI components, Autonomous Systems and Software, AI/ML Waveform Classification.

• Platforms: High Altitude Platforms/Balloons, VTOL/Fixed Wing UAS, UAS Interceptors.

• Payloads: UAS, HAP, HAB.

• Counter Unmanned Aerial Systems.

• Munitions (Ground/Air).

• Defensive Cyber Operations (DCO).

• Network solutions (JACD2/Mesh Networks/Modular Sensor Gateway Node).

• Signature Reduction.

• Threat Replication.

• Submission Deadline: 30 June 2026.

• Submissions require a "Vulcan Scout Card" and "AT Technology Quad Chart and Details" (templates provided on Vulcan).

• Down-select Notification: NLT 30 September 2026.

• Final Invitation Notification: NLT 30 September 2026.

• DO NOT SUBMIT PROPOSALS. Submit Technology Scout Cards ONLY.

• Do not submit classified information.

• Clearly list any ITAR, EAR, or OFAC restrictions.

• The Government does not intend to award a contract based on this RFI.

The goal is to demonstrate concepts, prototypes, and technologies that will enhance reconnaissance, target development, and precision targeting operations, particularly in challenging and contested environments. The Army aims to identify, co-develop, and integrate capabilities for decision dominance and the convergence of kinetic and non-kinetic effects across all domains.

• Technologies should support resilient, adaptive, and modular solutions for permissive, semi-permissive, and non-permissive environments.
• Submissions must consider constrained placement and access, operating in denied/disrupted/intermittent/limited (DDIL) environments, emission control (EMCON), signature management, and integration with the Tactical Assault Kit (TAK) ecosystem.
• Focus areas include Decision-Centric Warfare and AI-Augment Command and Control, Cyber-EW-Information Convergence, Multi-Domain Sensing and Targeting, Resilient Communication and Network Autonomy, Autonomy/Robotics/Swarming, Additive Manufacturing and Edge Modularity, and Operational Integration and Effects Simulation.
• Specific technical areas of interest include modular payload compliance, operation in GNSS denied environments, specific network protocols, US-made ADSB/PLI components, autonomous systems, AI/ML waveform classification, and various platforms (HAPs, UAS, interceptors) and payloads.

This RFI is NOT a solicitation for proposals or contracts. It is for information gathering only. The Government does not intend to award a contract based on this RFI or pay for any information submitted.

• Submissions require a Vulcan Scout Card and AT Technology Quad Chart and Details.
• The Government will notify participants of initial down-select decisions by 30 September 2026 and final invitations by 30 September 2026.
• Selected technologies may be invited to participate in CONUS-based Communications Exercises (COMMEX), validation, training events, and OCONUS demonstrations.
