This document announces a Commercial Solutions Opening (CSO) issued under 10 U.S.C. §3458, as amended by Section 1823 of the National Defense Authorization Act for Fiscal Year 2026. The Army seeks to modernize the Organic Industrial Base (OIB) at Anniston Army Depot by acquiring commercial products, commercial services, and non-developmental items. Acquisitions under this CSO will be treated as commercial items and awarded as fixed-price contracts.

The CSO is a mechanism for the Army to identify and acquire innovative solutions related to Convergent Manufacturing. Specific Areas of Interest (Aols) will be published separately on SAM.gov. Potential Aols include:

• Agile & Adaptive Facilities
• Connected Digital Enterprise
• Advanced Manufacturing & Maintenance
• Automation & Robotics
• Process Modernization (e.g., Coating, Surface Treatment)
• Advanced Analytics
• Logistics & Inventory Management Modernization
• Workforce Development & Human Capital
• Energy, Environmental, and Chemical Management
• Depot-Wide Maintenance, Diagnostics, and Parts Modernization (focusing on modernizing equipment maintenance and parts management to reduce downtime and improve readiness).

Contracts awarded will be FAR-based under Part 12 Commercial Item Procedures. The government may award other types of contracts depending on the specific Aol. The anticipated period of performance for any effort proposed generally should not exceed twelve months.

The CSO process may involve a multi-phased approach:

• Phase 1: Solution Brief: Initial submission to assess relevance and technical feasibility. Not paid.
• Phase 2: Presentation/Pitch (if applicable): For selected solution briefs to elaborate on the technical approach and address questions. Not paid unless stipulated.
• Phase 3: Commercial Solution Proposal (CSP): Full proposal submission for selected offerors, consisting of technical and price volumes. Proposal preparation costs are not reimbursable.

Evaluation is based on individual merits, not comparative basis. Technical proposals are rated Acceptable/Unacceptable, and price proposals are rated Fair and Reasonable/Not Fair and Reasonable.

Both traditional and non-traditional defense contractors may be awarded contracts. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov and the PIEE system prior to award. Companies must also be deemed responsible and not suspended or debarred.

This CSO is continuously open until September 30, 2030, but the government reserves the right to extend it. Interested companies should frequently check SAM.gov for new Aol postings. Contact POCs are Amber Burdett and Diana Ponder.

Solicitation / RFP / RFQ

This solicitation seeks a contractor to provide cost-efficient and qualified support for testing breathing air samples at Anniston Army Depot (ANAD) in accordance with OSHA 29 CFR 1910.134[(i)(1)(ii)]. ANAD requires this contracted support as it lacks the in-house capacity for necessary materials testing.

• Provide materials, tools, equipment, and labor for testing quarterly air samples.

• Perform "Grade D" certification for air samples within fifteen (15) days of receipt.

• Utilize an A2LA-accredited laboratory for analysis.

• Conduct tests using protocols from Compressed Gas Association (CGA) G-7.1 2018 Grade D and National Fire Protection Association (NFPA) 1989-2019, including water vapor testing.

• Provide initial and final results via email to the COR and KO.

• Ensure personnel are available for communication via email, telephone, or text.

• Specific testing parameters include Oxygen, Nitrogen, Argon, Carbon Monoxide, Carbon Dioxide, Water, Methane, Hydrocarbon Content, Oil, and Odor.

• The contract period of performance includes one (1) base year with four (4) one-year option periods.

• Written solutions must be submitted via e-mail by 4:00 P.M. (CDT) on 8 June 2026.

• Subject line: "SOLUTION for Specific AoI 0009 Safety Breathing".

• Solutions received after the deadline will be discarded.

• All questions must be submitted no later than 29 May 2026.
