Scope of Work
The primary goal is to develop a modernized Case Lifecycle system. This involves replacing legacy functions, reducing technical debt, and improving scalability and data transparency. The solution must adhere to stringent cybersecurity (DoD Impact Level 5+, Zero Trust), accessibility (508), and data protection standards (FISCAM Audit, STIGs). Key requirements include inheriting the existing Case Launcher prototype codebase (React, Kotlin), implementing an enterprise-wide document repository, and establishing a Unified Data Access Layer (UDAL) for real-time visibility. AI-driven semantic search with sub-second retrieval latency is also required. Phase 1 solution briefs must specifically focus on the Training Module.
Technical Requirements & Standards
Development should follow SAFe Agile and DevSecOps methodologies. Bidders must align proposals with DSCA IT Standards, covering UI/UX, software development, DevSecOps, COTS/SaaS/PaaS platforms, data accessibility, infrastructure, and emerging technologies (including LLMs/AI). The target system will support 3000-4000 users, with 250-400 concurrent, and consolidate over 200 legacy user roles into 25-50.
Contract Details & Submission
This opportunity is issued as an AOI under a CSO, potentially involving up to three phases. Foreign participation as subcontractors or teaming partners is considered, excluding Countries of Concern. Offerors are responsible for provisioning development, test, staging, and production environments. There is no set-aside designation.
