Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Army Contracting Command – Detroit Arsenal (ACC-DTA), in partnership with the Program Management Office Stryker Brigade Combat Team (PM SBCT), is seeking innovative commercial solutions for a new PFAS-Free Tire Fire Suppression Kit (TSFK) Extinguisher for the Stryker Family of Vehicles. This Commercial Solution Opening (CSO) Area of Interest (AoI) aims to identify and procure a modern, effective, and environmentally friendly replacement system. Responses are due June 04, 2026, by 5:00 PM ET.
Scope of Work
The primary objective is to replace the current TSFK Extinguisher with a PFAS-free solution that maximizes existing commercial technologies while maintaining or exceeding operational performance standards. Key requirements include:
- Mandatory Features: Specific electrical (3A/3W max all-fire current, Deutsch DT04-2P connector), mechanical (siphon tube, DOT-compliant cylinder, zinc phosphate coating, pressure gauge, safety relief valve, -10 or -12 JIC outlet port), fill (Aqueous PFAS-free foam premix Ansul LVS NF-40, 500 PSIG Nitrogen), performance (flow area, leak rate, discharge efficiency), environmental (-40°F to 160°F operating), resilience (humidity, salt fog, fungus, shock, vibration), and maintenance (5-year actuator lifespan) standards.
- Flexible Features: Companies can propose innovative solutions for dimensions (minimum 800 in³ volume, 7.75 in diameter, 22-29 in height, max 70 lbs), mechanical interface (material options, gauge guard, fill valve), fill requirements (3+ gallons of foam), and activation time (may initiate discharge within 0.5 seconds).
Contract Details
The Government may award an Other Transaction (OT) Prototype Agreement or a FAR Part 12-based contract to up to five (5) companies. Awardees may be responsible for delivering up to five (5) prototypes. There is potential for a follow-on production award under 10 U.S.C. § 4022.
Submission & Evaluation
- Submission Deadline: June 04, 2026, by 5:00 PM ET.
- Submission Method: Written solution briefs via e-mail to Taylor.D.Ferguson10.civ@army.mil with the subject line "TSFK Extinguisher Written Solution Brief."
- Required Attachments: Attachment 001 (TSFK Extinguisher Drawing) and Attachment 002 (Flexible Requirement Validation statement).
- Evaluation: Responses will be evaluated against criteria in Base CSO W912CH-26-S-0010. Merit-based briefs will advance to Phase 2 (Presentation/Pitch), potentially leading to a Request for Commercial Solutions Proposals (CSP).
Eligibility / Set-Aside
No set-aside is specified for this opportunity. Companies must be registered in SAM.gov.
