Quick Summary
The Department of the Army is conducting a Request for Information (RFI) / Sources Sought for Armed Forces Network (AFN) signal distribution via Transport Streams over Internet Protocol (TSoIP) using the Secure Reliable Transport (SRT) protocol. This market research aims to identify contractor capabilities for providing recommended equipment and services in Rhineland-Palatinate, Germany. Responses are due by May 13, 2026, 1600 CEST.
Scope of Work
This RFI explores options for contractor performance regarding equipment for receiving AFN signals via TSoIP on commercial internet using SRT. AFN is transitioning from satellite delivery, requiring all last-mile distributors (LMDs) worldwide to adopt SRT. Key technical requirements for SRT decoders include compatibility with Multi-Program Transport Streams (MPTS) or Single Program Transport Streams (SPTS), native or licensed Zixi support, and compliance with Section 889 of the FY 2019 National Defense Authorization Act. LMDs must have stable internet service with redundant pathways, a minimum bandwidth of 25 Mbps, and a static IP address.
The US Army Regional Correctional Facility-Europe is seeking information on:
- How potential respondents would successfully perform these services, adhering to all applicable U.S. and German laws, regulations, policies, and procedures.
- Existing relationships with the internet engineering community, internet standards development organizations, Regional Internet Registries, country code top-level domain operators, generic and sponsored top-level domain operators, and national governments/public authorities associated with specific country code top-level domains.
