Statement of Work (SOW) / Performance Work Statement (PWS)

To provide remediation cleaning services for the armory at Building 950, JBSA-Chapman Annex, to mitigate lead buildup and carbon residue. This includes an initial deep cleaning followed by biannual maintenance cleanings.

• Conduct a site survey to assess the building and identify necessary equipment.

• Perform cleaning after duty hours, Monday through Friday.

• Work on only half of the armory at a time to allow for continued government operations.

• Provide all necessary personnel, equipment, supplies, tools, and materials.

• Adhere strictly to Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) guidelines.

• Conduct an initial deep cleaning approximately 30 days after contract award.

• Perform biannual maintenance cleaning every 6 months.

• Clean floors, walls, ceilings, workspaces, tool cabinets, office desks, janitorial closet, latrine, weapons storage racks, wall lockers, and air vents.

• Use a specific type of general-purpose cleaner (non-oil, non-animal fat, non-soap base, pH no higher than 6.0, biodegradable, non-flammable).

• Provide a list of disinfecting products one week before initial deep cleaning.

• Use HEPA filter vacuums for floor, wall, and ceiling cleaning.

• Clean 7 workstations and 9 tool cabinets, including unbolting, cleaning, and reinstalling some.

• Clean 4 office desks, including unbolting, cleaning, and reinstalling.

• Clean 39 storage racks, including unbolting, cleaning, and reinstalling some.

• Clean 8 wall lockers, including unbolting, cleaning, and reinstalling.

• Unbolt, clean, and reinstall all bolted items secured to the ground.

• Supply and install three HEPA air purification systems during the initial deep-cleaning phase.

• Perform biannual maintenance cleaning, including replacing HEPA carbon filters annually and performing thorough wipe-downs.

• Manage contaminated materials and used cleaning materials according to regulations.

• Remove all packaging materials and refuse containers.

• Return the facility to its original state and repair any damage.

• HEPA filtration with 99.97% collection efficiency at 0.3-micron particle size for vacuum equipment exhausting within the building.

• Continuous negative pressure maintained in HVAC system components being cleaned.

• Ambient air cleaning to provide a minimum of three (3) air changes per hour.

• HEPA air purification systems to capture 99.95% of airborne particles as small as 0.1 microns.

• Work areas to be maintained in a neat, clean, and safe condition.

• Location: Armory at Building 950, JBSA-Chapman Annex.

• Initial deep cleaning: Approximately 30 days after contract award.

• Biannual maintenance cleaning: Every 6 months thereafter.

• Work hours: Monday through Friday, 3:00 p.m. to 10:00 p.m.

• Contractor employees are prohibited from possessing weapons, firearms, or ammunition on base.

• Contractor personnel must present a neat appearance and be easily recognizable.

• Contractor must comply with DoD 5400-7-R regarding FOUO material.

• Contractor personnel must report any security threats.

• Contractor must perform work in a safe manner as required by OSHA.

• Verbal and written reports required for accidents and damage.

• Government will furnish electricity, water, and sewage services.

• No loading dock/ramp available.

• Site POC (on-site project manager) required.

• Government reserves the right to restrict contractor employee employment.

• No changes to the scope of service without a modification executed by the Contracting Officer.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial items for Armory Sanitation Services at JBSA Lackland, San Antonio, TX. The requirement is to mitigate lead buildup, carbon residue, and other hazardous containment in the armory at Building 950. This solicitation is a 100% total set-aside for HUBZone Small Business concerns.

• Remediation cleaning services to mitigate lead buildup, carbon residue, and other hazardous contaminants in the armory at Building 950.

• Work must be performed in accordance with the Performance Work Statement (PWS), Attachment 1.

• Site maintenance includes keeping work areas neat, clean, and safe, and removing contractor-generated trash and debris.

• Completion of work requires adherence to criteria in Section 15 - Acceptance of the PWS and operational status of items/products in Section 8 – Clean Up of the PWS.

• Delivery and acceptance will be performed per Section 4 – Delivery of the PWS.

• Contract type: Firm Fixed Price (FFP).

• Period of Performance: To be determined at the time of award.

• Estimated Value: SBA size standard is $47M.

• Quotes must be submitted via email to Andrew Ng (andrew.ng.4@us.af.mil) and Belinda Tindal (belinda.tindal.1@us.af.mil) no later than Friday, 03 July 2026, at 1:00 p.m. CDT.

• Quotes must include unit and extended prices.

• Questions must be submitted by Tuesday, 23 June 2026, at 1:00 p.m. CDT.

• Evaluation will be based on Lowest Price Technically Acceptable (LPTA).

• Technical capability will be evaluated on a pass/fail basis based on meeting requirements outlined in the PWS. Product descriptions for each item quoted must be submitted.

• Price will be evaluated based on total quoted price.

• Award will be made to technically acceptable Offerors who are deemed responsible and whose quote conforms to the solicitation requirements.

• This solicitation is a 100% total set-aside for HUBZone concerns.

• Only offers submitted by HUBZone concerns holding NAICS Code 562211 and size standard $47M will be accepted.

• Offerors must be registered in the System for Award Management (SAM).

• A site visit is scheduled for Tuesday, 16 June 2026, at 10:00 a.m. CDT. Attendance is highly encouraged.

• Offerors must contact Andrew Ng to obtain installation access passes by 09 June 2026 COB.
