Scope of Work

Services must comply with the latest ASME A17.1 Safety Code for Elevators and Escalators and ASME A18.1 Safety Standard for Platform Lifts and Stairway Chairlifts. The contractor is responsible for all labor, materials, repair/replacement parts (OEM or approved equal), and equipment, including 24/7 emergency response. Subcontracting is not allowed for this effort.

Proposal Requirements & Evaluation
Proposals must include a cover letter, signed solicitation (with amendments), completed AMS clauses (not SAM.gov FAR Clause Report), a technical proposal demonstrating PWS compliance and key personnel, a certificate of liability insurance, and pricing information. A critical component is Past Experience, requiring at least three successful elevator maintenance contracts of similar size and scope within the past five years, where no subcontracting was utilized.
Award will be made to the lowest priced, technically acceptable, responsible offeror. Proposals will be evaluated as 'acceptable' or 'unacceptable' based on criteria including Past Experience and price reasonableness. The FAA reserves the right to conduct price realism and/or cost realism analysis.
Important Notes
Amendment 0001 incorporated site visit sign-in sheets, a Question and Answer document, and new AMS clauses (3.6.2-50 Addressing DEI Discrimination and 3.10.1-12 Changes). Offerors must review the Q&A and ensure compliance with all updated clauses. Two U.S. Department of Labor Wage Determinations (WD 1967-0495 Rev. 76 and WD 1986-0538 Rev. 58) specify minimum wages and fringe benefits for Elevator Repairers in the performance areas, which must be incorporated into proposals.
