Contract Details

Awards will be executed as FAR-based contracts or Other Transaction Agreements (OTAs) under 10 U.S.C. § 4022. The typical period of performance for funded efforts is 2 to 5 years, with funding intended for Fiscal Year 26 and future years. This is a new requirement, not a follow-on.

Submission & Evaluation

The submission process involves up to three phases:

  • Phase I: Continuous submission of a PowerPoint briefing (using the provided Quad Template) and a White Paper (max 2 pages, excluding cover sheet). All Phase I submissions must be unclassified.
  • Phase II: Pitch Session for selected offerors from Phase I.
  • Phase III: Technical, Price, and Statement of Work (SOW) Proposal for selected offerors. Evaluation will be based on Return on Investment (ROI) criteria, including technical merit, projected availability (commercial use, TRL, readiness), funds availability, and private investment. Price will be considered for fairness and reasonableness. Proposals are not evaluated against each other. Offerors must be registered in SAM.gov. The Government will not reimburse submission costs.
