Scope of Work

The selected contractor will provide comprehensive management and execution of the Army Trademark Licensing Program (ATLP). Key responsibilities include:

  • Program Management and Strategic Planning: Developing an overall licensing strategy with annual updates and conducting regular reviews.
  • Licensee Acquisition and Management: Identifying and negotiating with potential licensees for the use of Army marks (Indicia), maintaining existing licenses, and generating new ones. The contractor will act as a non-exclusive agent for the Army.
  • Brand Protection and Infringement Monitoring: Monitoring the marketplace for unauthorized use of Army indicia and addressing infringements, including providing legal support for enforcement.
  • Financial Management and Royalty Reporting: Overseeing existing licensing agreements, ensuring timely submission of advances, royalties, minimums, and sales reports. The contractor will collect all payments from licensees and transmit them to the Army, minus their commission and pre-approved expenses. Quarterly royalty reports and financial statements are required.
  • Product Approval Portal: Providing and maintaining a portal for licensee design and merchandise approval.
