Quick Summary

The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), is conducting a Sources Sought for market research to identify firms capable of providing an Artificial Intelligence (AI) Geotechnical Borehole Logging Tool. This is for an existing Commercial-Off-The-Shelf (COTS) Software-as-a-Service (SaaS) product. Responses are due April 14, 2026, at 11:00 AM PST.

Scope of Work

USACE seeks an AI-enabled COTS SaaS solution for geotechnical borehole logging and data management. Key requirements include:

  • Digital Field Data Entry: Application for tablets/laptops with real-time quality controls (per ASTM D2488) and offline capability.
  • AI-Driven QC: Real-time cross-referencing of field data against lab classifications (per ASTM D2487) with discrepancy alerts.
  • In-Software AI Assistance: Workflow guidance and basic troubleshooting for users.
  • Data Integration: Custom export to OpenGround Cloud and ability to ingest/validate gINT files (.gpj).
  • Legacy Data Digitization: AI image analysis for PDF/scanned historical data with QC.
  • Spatial Data & Mapping: Project spatial data using valid coordinate systems, 3D mapping, and connectivity with industry-standard software (e.g., ArcGIS Pro, Civil 3D).
  • Data Formats: Ingestion of common geotechnical data formats (.xlsx, .csv, .gpj) and contextual documents (.jpeg, .pdf, .docx).
  • Cloud Deployment: API integration into USACE AWS CWBI cloud, satisfying IL4 security, ECS/ECR support, DEV/TEST/PROD CD/CI pipelines, RDS storage, and CWBI policy integration.
  • Support & Maintenance: Dedicated point of contact for training and technical support; software maintenance and security patches.
  • Deployment Timeline: Fully provisioned within 120 business days of contract award.
