Solicitation / RFP / RFQ

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for the commodity purchase and delivery of asphalt paving materials for Project PBXPXXXXX at Mansfield Lahm ANG Base.

• The supplier shall provide and deliver specified asphalt paving materials.

• Supplier responsibilities are limited to delivery and placement of materials directly into the paver. Installation, milling, paving operations, compaction, or cleanup are excluded.

• Materials required include:

  • Hot-Mix Bituminous Base Course (4-inch base, conforming to UFGS Section 32 11 26)
  • Hot-Mix Bituminous Wearing Course (2-inch wearing course, conforming to UFGS Section 32 12 16.16)
  • Aggregate Base Course (conforming to ODOT Item 304 specifications)

• Government reserves the right to sample and test materials upon delivery for conformance.

• Non-conforming materials will be rejected at the supplier's expense and must be removed within 24 hours.

• Hot-mix asphalt must be delivered at a consistent rate of 200 tons per hour between 9:00 AM and 2:00 PM.

• Asphalt mixture temperature upon delivery must be a minimum of 275°F.

• Location: Mansfield Lahm ANG Base, 1947 Harrington Memorial Road, Mansfield, Ohio 44903-8049.

• Target delivery dates:

  • Aggregate Base Course: Tuesday, June 2, 2026
  • Hot-Mix Bituminous Base Course: Friday, July 31, 2026 (starting 0900)
  • Hot-Mix Bituminous Surface Course: Saturday, August 1, 2026 (starting 0900)

• Supplier shall protect all government property from damage.

• All manufacturer warranties for materials must be passed to the government.

• Supplier shall provide required submittals (Job-Mix Formulas, certifications, test reports) within 7 days of contract award.

• Deliveries must be accompanied by batch tickets (hot-mix asphalt), tonnage/weight slips (aggregate), and relevant Safety Data Sheets (SDS).

• Government may delay, suspend, or reschedule deliveries without penalty.

• Delivery coordination requires 10-day advance notification and day-before order confirmation.

• Option CLIN 1001 for additional quantities may be exercised in 36-ton increments, requiring delivery within 24 hours of notification.
