Submission & Evaluation
Quotations must be submitted via email to brian.johnson3@usda.gov by June 10, 2026, at 1:00 PM local time. Offerors must submit pricing for all items on the Schedule of Items. Evaluation will be based on the following factors:
- Price: Lowest price considered, evaluated for fairness and reasonableness.
- Relevant Past Performance: Up to five projects from the past three years.
- Ability to Meet Estimated Testing Dates. Award will be made to the highest technically rated offeror whose price is fair and reasonable and whose past performance is acceptable or neutral. Tradeoffs will not be conducted.
