Scope of Work

Key requirements from the SOW include conducting optical surveys, deploying and recovering AUVs, and providing all necessary plant, labor, equipment, and supervision. Contractors must utilize a Tethys-class Long Range AUV (LRAUV) integrated with the NEFSC's Autonomous Benthic Imaging System (ABIS), capable of independent navigation, maintaining stable distance from the seabed, operating up to 200m depth, and possessing emergency behaviors. Demonstrated experience with AUV Atlantic sea scallop surveys in the Northeast U.S. Continental Shelf and knowledge of NEFSC AUV-scallop survey efforts are essential.

Submission & Evaluation
Offers must be submitted via email to grace.lapierre@noaa.gov. Submissions must include the solicitation number, offeror's details, UEI, EFT indicator, information for evaluation factors, completed representations/certifications, and a statement of agreement with terms. Evaluation will be based on Technical Approach and Capability, Price, and Past Performance. The award will be made to the responsible offeror whose proposal is most advantageous to the Government. Offerors must pay close attention to instructions and criteria in RFO FAR 52.212-1 and 52.212-2, and ensure all applicable checkboxes and fill-in provisions in Section XII (e.g., FAR 52.219-1, 52.222-52) are fully completed to avoid rejection. Amendment 0002 added clause RFO FAR 52.222-90 "Addressing DEI Discrimination by Federal Contractors."
