The requirement is for two new Aviation External Power Carts (Power Converters) designed for aircraft ground power in hangars or on ramps for maintenance and inspection. Key technical specifications, detailed in Attachment 1, include:

  • Input: 208 V, 3-phase, 50/60 Hz, with a maximum full load input current of 114 A. Includes a 50-foot input cable with a 3 Phase Hubble Connector.
  • Output: 115 V L-N / 200V L-L, 3 phase, 400 Hz, 130 amps, with a 30-foot output cable and safety interlock.
  • Features: Must support indoor/outdoor use, rolling capability, event log/diagnostics, Built-In maintenance diagnostic system (BITE), USB ports, emergency shut-off, hazard area clearance, voltage/current/frequency monitoring, elapsed time meter, sleep mode, voltage adjust, summary fault indicators, and cable racks.
  • Documentation: Operator and Maintenance Manuals are required.
  • Only new items are acceptable; refurbished, remanufactured, or "gray market" items will not be considered.
