This solicitation is for the procurement of sixteen (16) Element Biosciences AVITI 2x150 Sequencing Kits Cloudbreak (CB) Freestyle High Output. These kits must be compatible with the Element Biosciences AVITI Model# 710-00413 Sequencer. The government intends to make one award on a brand name or equal basis.

• Brand name or equal is permitted.

• Award will be made as a Firm Fixed-Price contract.

• Delivery is required by August 1, 2026. Early deliveries are accepted.

• Submission Deadline: Friday, May 8, 2026, not later than 3:00 p.m. Central Time.

• Submission Method: Electronically via email to monte.jordan@usda.gov with Solicitation Number 1232SA26Q0453 in the subject line.

• Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, evaluated on a Lowest Price Technically Acceptable (LPTA) basis.

  • Price: Must be fair and reasonable. Pricing for all line items is required.
  • Technical Acceptability: Quoted products must meet or exceed salient characteristics of the brand name product, be clearly identified, include sufficient descriptive literature, and be available for delivery within the specified timeframe.
  • Past Performance: May be evaluated using contractor references, USDA contract history, CPARS, and other government sources.

• Not specified as a small business set-aside, but various small business provisions are incorporated by reference.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure sixteen (16) Element Biosciences AVITI 2 x150 Sequencing Kits Cloudbreak (CB) Freestyle High Output, compatible with the Element Biosciences AVITI Model# 710-00413 Sequencer.

• The kits are required for 300 cycles of freestyle high output sequencing of DNA and RNA.

• They will be used by multiple research units and collaborating research units.

• The kits must contain all components necessary for high output, short-read sequencing data.

• This data will supplement and annotate long-read sequencing data.

• The kits must include proprietary sequencing flow cells designed by Element Biosciences for AVITI Sequencers.

• Delivery required by August 1, 2026.

• Ship-to Address: USDA, ARS, Plains Area (PA), Knipling-Bushland U.S. Livestock Insects Research Laboratory, 2700 Fredericksburg Road, Kerrville, TX 78028.

• The sequencing kits must be compatible with Element Biosciences AVITI Model #710-00413 Sequencer.

• The product is described as "Brand name or equal."
