Statement of Work (SOW)

To install a new in-ground water pump system at the Imperial National Wildlife Refuge to ensure reliable water delivery for domestic and landscape water supply, as the existing pump has failed.

Furnish and install a new in-ground water pump system, including:

• A submersible pump (s1 S.E.I. 6” 90GPM, 3 HP, 230V, 3-wire)

• Pump control box with overload protection

• New drop pipe, pitless adapter, electrical wiring, and conduit

• New pressure switch and check valve

• Proper sealing of well casing per Arizona Department of Water Resources standards

• Testing and commissioning of the complete system

• Work site: Imperial NWR, 12812 N. Wildlife Way, Yuma, AZ 85365.

• Initiation: October 2025.

• Duration: Less than three consecutive workdays once started.

• Normal duty hours: Monday-Thursday, 7:00 a.m. - 4:30 p.m.

• Contractor Qualifications: Must be a licensed and bonded water well/pump installation contractor in Arizona with demonstrated experience.

• Submittals: Product data sheets, performance specs, wiring diagrams, installation details.

• Safety & Compliance: LOTO procedures, trenching/shoring plan (if applicable), proof of license/insurance/bonding, permits as required.

• Installation Documentation: Pump serial numbers, well log update, flow test results, electrical readings, photos.

• Project Closeout: As-built diagrams, warranty documents, O&M manuals, basic training, final inspection.

• Government will provide electrical power access and water discharge location for testing.

• Contractor is responsible for all labor, materials, and equipment.

• Acceptance contingent upon compliance with codes, proper installation, functional testing, quality workmanship, timely completion, and site cleanliness.

• Acceptance Criteria: Pump operates correctly, stable system pressure, compliant electrical connections, sealed well casing, all documentation submitted, and Government final inspection approval.

Solicitation / RFP / RFQ

This solicitation is for the replacement of garage doors at the Imperial National Wildlife Refuge (NWR). The selected offeror will be responsible for providing all labor, equipment, materials, tools, and incidental items necessary for the project, as detailed in the Statement of Work.

• Contract Type: Firm Fixed Price Construction Purchase Order.

• Period of Performance: To be determined, but work must commence within 10 calendar days after notice to proceed and be completed within 3 calendar days after receiving notice to proceed.

• Proposal Submission Deadline: Monday, April 27, 2026, by 9:00 AM MST.

• Required Documents: Completed SF 1442, signed amendments (if any), pricing for items on the Quote Schedule (Section B), separate price breakdown, and completed Representations and Certifications (if not already in SAM.gov).

• Evaluation Criteria: Award will be made to the responsible respondent submitting the quotation with the lowest evaluated price determined fair and reasonable. Discussions are not anticipated.

• This RFQ is set aside for small business concerns.

• A site visit is scheduled for Wednesday, April 22, 2026, from 8:00 AM to 9:00 AM MST at the Imperial NWR. RSVP to Christina_Mann@ios.doi.gov no later than 24 hours prior to the site visit.

• Questions regarding the solicitation must be submitted in writing to Christina Mann via email by Monday, April 27, 2026, by 9:00 AM MST.
