B-2 Supply Chain Velocity Initiative

Sources Sought Synopsis

This document is a Sources Sought Synopsis for market research purposes, not a solicitation or RFP. The U.S. Air Force Life Cycle Management Center (AFLCMC) is seeking information to identify sources capable of serving as a neutral, program-controlled integrator for the B-2 Spirit bomber supply chain. The goal is to regenerate and diversify the supply chain, addressing risks from parts obsolescence and a diminishing industrial base. This effort aims to establish a Government-owned library of technical data through reverse engineering and data rights acquisition to foster future competition and a sustainable, multi-vendor industrial base.

• Program Management: Serve as the prime integrator for the B-2 Supply Chain Regeneration effort, distinct from the platform's overall prime integrator. Establish and manage a government-controlled sustainment enterprise focused on a competitive, multi-vendor supply chain.

• Reverse Engineering: Develop complete, producible, Government-owned Level 3 Technical Data Packages (TDPs) for obsolete or unavailable military avionics, structural components, and other critical parts.

• Data Rights Acquisition: Negotiate and acquire technical data and intellectual property rights from Original Equipment Manufacturers (OEMs) to secure Unlimited Rights for the Government.

• Supplier Network Management: Establish, qualify, and manage a "hub-and-spoke" industrial model, overseeing a network of qualified subcontractors for manufacturing and specialized tasks.

• Airworthiness Qualification: Manage the submission process for newly developed parts, repairs, and technical data for airworthiness approval.

• Mandatory Qualifications: Respondents must demonstrate specific capabilities in Corporate Neutrality (not a major B-2 OEM or mission systems provider), Demonstrated Prime Integrator Experience (with low-density, high-demand, aging strategic aircraft fleets), Specialized Infrastructure & Security (SAP-cleared facilities, hangar space for large-body aircraft, runway access), Engineering and Data Acquisition Expertise, and Supplier Network Enablement.

• Submission Deadline: Responses are due no later than May 11, 2026, at 9:00 AM CT.

• Format: Responses limited to 10 pages, single-spaced, 12-point Times New Roman font. Include company name, address, CAGE code, and Unique Entity ID. All information must be unclassified.

• Note: This is not a request for proposals, and pricing information will not be considered. The government will not reimburse for any costs associated with responding.

• Major B-2 OEMs and their primary mission-system affiliates are explicitly excluded due to potential Organizational Conflicts of Interest (OCI).

• This synopsis is for market research only and does not constitute a commitment to procure. Information received will be used to determine the acquisition strategy.

• Pricing information is not requested and will not be considered.

• All information submitted must be unclassified.

• Respondents must affirm they are not a major B-2 OEM or a significant mission systems provider on the B-2 platform due to Organizational Conflicts of Interest (OCI).

• Experience with high-volume tactical aircraft (e.g., F-16) or commercial fleets is not considered relevant.

• Respondents must demonstrate specific capabilities including Corporate Neutrality, Demonstrated Prime Integrator Experience (for low-density, high-demand, aging strategic military aircraft), Specialized Infrastructure & Security (including SAP-cleared facilities and hangar space for large-body aircraft), and Engineering and Data Acquisition Expertise.

• The Government will not reimburse participants for any expenses associated with this response.
