Key requirements include meeting or exceeding original performance standards, using parts that meet or exceed original component requirements, and implementing an Electrostatic Discharge (ESD) Control Program per MIL-STD-1686. Energetic materials must be traceable to DoD qualified manufacturers, ITAR compliant, and not exceed 24 months from the manufacturing date. The contractor must also provide Special Tools and Support Equipment (ST/SE).

Key Deliverables & Requirements

The contract requires the delivery of 172 Explosive Rotary Actuators and associated data. The actuators are classified as hazardous material (Class 1.4, UN0276) and are designated as Critical Safety Items (CSI). Contractors must comply with ISO 9001-2015 quality standards, IUID (Item Unique Identification) marking per CAD/PAD Item Marking Instructions v1.6, and extensive packaging requirements detailed in Special Packaging Instruction (SPI NO. F00-407-9649) and a dedicated SOW for packaging.

The Government reserves the right to award without negotiations.

Proposals must be clear, concise, and include a signed copy of the solicitation, Sections A through K (including SF1447, Section B for pricing, Section F for deliveries, Section K for representations/certifications, and Section I for contract clauses).
